December 23, 2008 Minutes

 

The Salem Township Board of Trustees met December 23, 2008 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Kilburn called the meeting to order at 7:00 P.M. with members Kirk Ramsey and Dick Dare present. 
  
Others present were Fred Lafollette, Donald Lynch, Mr. & Mrs. David Opperman, Lee Short, Rick Lovins, Gene Sharpe, Al Cornett, Ralph Blanton, Bill Harrison and Bob Glancy.
 
The minutes were read and approved and were posted in the township hall.

 Zoning
 Lee Short reported that the zoning commission had received the site plan for the new fire house. They reviewed it and found everything in compliance with the zoning codes. Mike Kassalen then issued a building permit.
Mr. Kassalen was not able to attend the meeting but sent a year end report on the zoning inspector’s office which Lee Short read to the board.
It was mentioned that several neighbors on Shawhan road had complained about the Christmas Ranch; the lights were too bright and the music too loud. Dr. Fuchs’ operation does follow code and he turns the lights and music off at 11:00. It was the general opinion that the board and the zoning inspector could work with him next year to change a few things to keep the traffic from backing up.
  
Donald Lynch brought up the old matter of how the construction debris on Anderson Road was handled back in October/November. Now he says there is dumping of construction debris going on behind the Deli on 22 & 3. He wanted the board to address how the policy is applied to everyone. The board told him they would go check out what is being done behind the Deli.
  
Fire Dept/Roads
Asst Chief Harrison brought a policy matter to the board. The present policy on vacation grants 2 weeks in an hourly manner; ie: 2 weeks would be the equivalent of 80 hours. However, with the 24/48 shift men, if they were to only get 80 hours they would be unpaid for 16 hours since they work a 96 hour/2week shift. Dick Dare made a motion to change the policy manual for the 24/48 shift employees to read 96 hours for 2 weeks vacation instead of the 80 hours. Kirk Ramsey seconded the motion.

 Fred reported that Ed McCall has the contracts done but was not able to make it to the meeting tonight because of the weather. Kirk Ramsey made a motion to pass Resolution 08-1223 to allow the board chairman to sign the contracts that have been approved by the Prosecutor’s Office as to form when they are received later in the week. Dick Dare seconded the motion.

 Fred brought up the matter of his unused vacation days. He told the board he had 11 days left and planned on using 1day before the end of the year. Per policy, he asked the board to approve paying him for 1 week and carrying over the remaining week. Dick Dare made a motion to approve paying Chief Lafollette for 5 days unused vacation and allowing him to carry over the other 5 unused days. Kirk Ramsey seconded the motion.

Fiscal Matters
 Appropriation Modification
The Fiscal Officer requested the board approve the following appropriation modification:
Decrease the Gas Fund by $3,126.39. This modification makes the total appropriations for FY2008 at $3,066,019.08.   Kirk Ramsey made a motion to pass Resolution 08-1223A to approve the appropriation modification for FY2008 as presented by the Fiscal Officer. Dick Dare seconded the motion.

Temporary Appropriations for FY2009

The Fiscal Officer presented the temporary appropriations for FY2009 as follows and requested the board approve them as presented:
General Fund                        $400,000.00
Motor Vehicle Fund                   35,000.00
Gasoline Fund                        150,000.00
Road & Bridge Fund                 150,000.00
Cemetery Fund                        15,000.00
Cemetery Bequest Fund              1,500.00
Street Lighting Fund                   4,000.00
Fire Department Fund              500,000.00
Zoning Fund                            15,000.00
Ambulance Fund                     150,000.00
Fire Dept.Levy Fund                200,000.00
Permissive Fund                      100,000.00
 
 Total Appropriations         $1,720,500.00
 
Dick Kilburn made a motion to pass Resolution 08-1223B to provide for the current expenses and other expenditures of the Board of Trustees of Salem Township during the fiscal year ending December 31, 2009 the said amounts are hereby set aside and appropriated for the purposes for which expenditures are to be made for and during said fiscal year. Kirk Ramsey seconded the motion.

 Appropriation – Salary Designation for Trustees
As required by law, the trustees have to choose how they will be paid for FY2009. As in the past the board was unanimous in opting to be paid on a monthly salary. Dick Dare made a motion to pass Resolution 08-1223C to allow the Fiscal Officer to make compensation to the Trustees in the form of a monthly salary. Dick Kilburn seconded the motion. Vote:    Dare, yea               Kilburn, yea          Ramsey, yea
 
 Approval to pay bills       
The fiscal officer presented checks # 7257 through #7339 which totaled $80,141.16.
The board examined the bills that were presented for payment and Dick Kilburn made a motion to pay the bills as presented.  Kirk Ramsey seconded the motion.

Receipts  
For this reporting period the fiscal officer deposited receipts in the amount of $29,213.90  This amount included receipts #6265 through #6281.
