Minutes February 10, 2009 Meeting




The Salem Township Board of Trustees met February 10, 2009 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Kilburn and Dick Dare present. 


Others present were:  Ralph Blanton, Mike Kassalen, Mr. & Mrs. Opperman, Donald Lynch, Fred LaFollette, Bob Glancy, Kevin Gibson, Frank Schlake


The minutes were read and approved and posted in the township hall.


Cemetery Update

Donald Lynch Items

Mr. Lynch complained to the board that it was difficult to get in touch with the zoning inspector.  He again brought up the fact that the 1st January meeting date had been changed.  He asked about having more time to clean up his property.


Roads/Fire Department

Fred LaFollette mentioned to the board that some old carpet had been dumped along the road.  He will get the crew out tomorrow to pick it up.


Ed McCall had given him a public improvement notice of commencement that needed to be signed and taken to the county recorder’s office.


Ralph reported that he should have the loan papers for the new fire house by the next meeting.


Kirk mentioned that the county had called about the culvert on Mason Morrow Millgrove Road.  Neil Tunison will get back with him when he knows more on the matter.



Mike Kassalen had no new zoning matters to report.


 Bids for Lynch Property Clean Up

Bids were received for the property clean up and were opened at this time by Chairman Kirk Ramsey.

They were as follows:

Copas Construction                            $  1,550.00

Glass Excavating                                  12,665.00

H5Trucking & Excavating                      12,600.00

John’s Bobcat Service                             9,500.00


After a brief discussion about what the bids offered in the way of removal and disposal, Kirk Ramsey made a motion to award the bid to John’s Bobcat Service.  Dick Kilburn seconded the motion.

Bob Glancy mentioned a missing plaque at the cemetery.  Dick Dare asked about the security cameras at the cemetery and if they were helping matters any.  Fred suggested that they put up a sign that said the cemetery was under a camera security watch. 

Also, he mentioned that there were some newer graves that had sunk because of the rain and needed topsoil.


Fiscal Business


Approval to Pay Bills

The fiscal officer presented checks #7447 - #7483, 99004-99005 which totaled $29,937.38.

The board examined the bills that were ready for payment and Dick Kilburn made a motion to pay the bills as presented.  Dick Dare seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $8,966.96.

This amount included receipts #6307 – #6311.


Debbie had received the annual spraying amount for the cemetery with the pre-pay discount of 20%.  Fred stated he thought it helped to have the weeds sprayed early and was worth the money.  Dick Dare made a motion to approve the weed control in the cemetery with Poff’s Lawncare.  Kirk Ramsey seconded the motion.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:35 P.M.  Kirk Ramsey seconded the motion.
