Minutes February 24, 2009 Meeting

 

The Salem Township Board of Trustees met February 24, 2009 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Kilburn and Dick Dare present. 
 
Others present were: Ralph Blanton, Mike Kassalen, Mr. & Mrs. Opperman, Donald Lynch, Fred LaFollette, Bob Glancy, Frank Schlake, Ron Stratton, Brenda Wehmer, Lee Short, John Caldwell, Barb Fath, Carolyn Miller and Bill Harrison.
 
The minutes were read and approved and posted in the township hall.
 
Cemetery Update
No changes to the cemetery for this period.
 
Lot Use – Community Garden
Barb Fath , who works with the Little Miami Food Pantry, appeared before the board to ask if they would let a group use a 20 X 30 ft area in the vacant lot in front of the township building for a community garden. They would like to see the people who use the food pantry take part in an effort to grow some of their own food. She stated they would fence in the area and keep it looking nice. Kirk Ramsey told her they would have to check with the prosecutor’s office to see what the liability would be for the township. Also, he mentioned the fact that the lot is used by local children in the summer as a play area. Carolyn Miller who also works at the food pantry told the board there is a real need for fresh vegetables.
 
Ron Stratton thanked the board for finally getting the property at 6025 US 22-3 cleaned up by the owner.
 
Donald Lynch Items
Mr. Lynch first stated he would like to thank the crew for keeping the roads clear during the recent snow and ice.
He then continued by stating there were only 3 days in the month that the ground was not frozen and this related to the amount of work he was able to do on his property. He has rented two other locations and has moved some of his things to those places. He stated he has now met the zoning code. Kirk explained to him that there was a court order and he could only let him work on it until the contract was drawn up. It has been drawn up by the Prosecutor’s office. The original bid that was awarded to Mr. Caldwell would have to be reduced to allow for the work Mr. Lynch has done. The amended amount was $7, 700 plus $600 for the removal of the sign.
Mr. Lynch disputed the amount of the bid.
Dick Dare made a motion to accept the bid. Dick Kilburn seconded the motion.

Because the trustees had not had time to go over the contract for the removal of Mr. Lynch’s property, they decided not to sign the contract tonight. They called a special meeting for Friday, February 27, 2009 at 4:00 at the township hall for the purpose of signing the contract with John’s Bobcat Service.
 
Resolution for Sale of Notes for Firehouse Construction
Brenda Wehmer of Peck Shaffer Williams brought the papers to sign for the loan for the building of the firehouse. She explained what all the paperwork was for and then Kirk Ramsey made a motion to pass Resolution 09-0224 authorizing the issuance and sale of $2,450,000 (two million four hundred fifty thousand) of notes for the purpose of constructing a firehouse. Said notes will be paid over a period of 25 years with an interest rate of 6%. Dick Dare seconded the motion.

Roads/Fire Department
Fred reminded the board that there would be a pre-construction meeting at the firehouse tomorrow, February 25, at 2:00.
 
The street lights that aren’t working were again brought up. Fred has called twice and Ralph has also called about those on Pinecrest.
 
 Zoning
Mike Kassalen had no new zoning matters to report, but Kirk had talked to K & H Trucking and they need a sign permit. Mike will get in touch with them and get the paperwork done for the permit.
 
Fiscal Business
 
Approval to Pay Bills
The fiscal officer presented checks #7484 - #7542,  which totaled $42,632.86.
The board examined the bills that were ready for payment and Dick Kilburn made a motion to pay the bills as presented. Dick Dare seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $26,742.84.
This amount included receipts #6312 – #6326.
 
It was mentioned that the annual Warren County Engineer’s Dinner will take place on March 12th this year. The trustees and Fred will take a look at the roads before that date and decide which ones need to be paved this year.
 
With no further business to come before the board, Dick Kilburn made a motion to adjourn the meeting at 8:00 P.M. Dick Dare seconded the motion.
