Minutes April 14, 2009 Meeting

 

 
The Salem Township Board of Trustees met April 14, 2009 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Kilburn and Dick Dare present
 
Others present were: Ralph Blanton, Mike Kassalen, Mr. & Mrs. Opperman, Dustin K., Donald Lynch, Fred LaFollette, Bob Glancy, Ron Stratton, John Moenster and Deputy Highley.
 
The minutes were read and approved and posted in the township hall.
 
Cemetery Update
There were no updates to the cemetery records for this period.
 
Donald Lynch Comments
Mr. Lynch stated he had applied for a permit to put up a fence in the old position where he previously had a fence. He stated he was willing to put up the most expensive fence to have it look nice. He complained that the zoning department was trying its best to keep him from doing business. Mike Kassalen told him he had to have the fence 20 ft off the right of way. The trustees told him that Mr. Kassalen knew what he was doing and that it was a zoning matter. He also had a problem with the fact that the bus was not taken to Phipps as was stated in the bid for clean up. The trustee told him, the bus was gone and that’s what the contract was for.
 
Report from Sheriff’s Office
Deputy Highley gave a report on the number of calls made to Salem Township the first quarter of 2009. There was a serious theft from a barn in the neighboring township, but most in Salem Township were considered minor. Kirk Ramsey thanked him for the protection that was provided for the township.
 
Cemetery
Fred brought up the matter of hiring someone for summer help in the cemetery. He received an application from Ronald Kilburn who previously worked for the state. He told the board he would like to hire him providing the drug screen comes back ok. After a brief discussion, Dick Dare made a motion to hire Ronald Kilburn for the summer position in the cemetery effective 4/15/09 at a rate of $10.00 per hour. Kirk Ramsey seconded the motion.

In other cemetery business, Fred reported they had straightened up several stones and were pouring foundations this week.
 
Dick Dare stated he had received a few comments on how good the cemetery had looked for Easter. Rex Parker was pleased with the work that was done on a relative’s gravesite. 
Dick Kilburn brought up the issue of the doors on the building in the cemetery. Kirk had received an estimate of $800 to make doors. It was discussed that the doors are needed to keep kids out of the building. Kirk Ramsey made a motion to start work on getting the doors up. Dick Dare seconded the motion.

Fred mentioned that there was a water line leak in the cemetery. The pipe has broken twice. He was told they may have to trench it and get a new line put in. The existing line is a thin-walled pipe.
 
Roads
It was brought up that a tree has fallen on Halls Creek. The road is washing out in places. It appears that when the trees fall, they take part of the bank with them and that causes the road to go too.
 
Fire Department
Bill Harrison reported that Medicount Management had called him to let him know that Medicare has raised their rates for EMS services and suggested that they follow suit. He asked the trustees to approve a rate change to the following: BCS $450, ACS1 $650, ACS2 to $750, and the mileage rate to $11.00.
Kirk Ramsey made a motion to approve the rate changes as requested by the fire department to be effective immediately. Dick Dare seconded the motion.

Regarding Joshua Cook who was hired at the previous meeting, Bill reported they could not get in touch with him, and therefore, had to replace that position with someone else. He requested that the board approve the hiring of John Joerger pending the results of the physical and drug screen. Kirk Ramsey made a motion to approve the hiring of John Joerger for the fire department. Dick Dare seconded the motion.

Purchase new Suburban
Ralph Blanton reported on efforts being made to replace the 1997 Suburban for the fire chief. He said they have had several people looking for a good used vehicle for the last couple of years. The ’97 has over 150,000 miles on it. He has checked out the state bid for a ¾ ton Suburban. McCluskey Chevrolet was able to give him a price that beat the state bid. He talked to Gary Loxley at the prosecutor’s office and he told him that as long as it is a comparable model and is less than the state bid, you don’t have to send out bids on it. The fire department would like to make the purchase while they can still get the 2009 model as it would be less expensive. They have had this purchase in their budget the last several years. It was discussed that the old vehicle wouldn’t bring much if they tried to sell it, so they would like to keep it to use to carry equipment that needed to be covered. The price that was quoted by McCluskey was $34,569.00. Dick Dare made a motion to approve the purchase of the 2009 ¾ ton Suburban from McCluskey Chevrolet. Kirk Ramsey seconded the motion.

Zoning
Mike Kassalen turned in two building permits. He said everyone is working on the clean ups at the residences he issued citations.
 
Ron Stratton got up to thank the board for the improvement to the community since the clean- up of the Lynch property.
  
Fiscal Business
 
Health Insurance Renewal
The fiscal officer presented the renewal rates from Anthem for health and life insurance. The increase was very good at 1.5%. She did suggest going with another plan that was offered that would save the township over $3,000 annually. The only difference from the old plan was the amount charged for emergency room use. After discussing the plans, Dick Dare made a motion to change to Blue Access Option 19 with Rx Option H for this plan year. Dick Kilburn seconded the motion.

Regarding the request from the Warren County Drug Task Force for the township to make a $2,847 contribution towards area drug enforcement, Dick Kilburn made a motion not to participate in this voluntary contribution at this time. Dick Dare seconded the motion.

Approval to Pay Bills
The fiscal officer presented checks #7642 - #7711, 99009-99011  which totaled $98,744.71.
The board examined the bills that were ready for payment and Dick Kilburn made a motion to pay the bills as presented. Dick Dare seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $550,693.76.
This amount included receipts #6362– #6373.
 
With no further business to come before the board, Dick Kilburn made a motion to adjourn the meeting at 7:50 P.M. Kirk Ramsey seconded the motion.
