Minutes April 28, 2009 Meeting

 

The Salem Township Board of Trustees met April 28, 2009 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Kilburn and Dick Dare present
 
Others present were: Ralph Blanton, Mike Kassalen, Lee Short, David Opperman, Donald Lynch, Fred LaFollette, Bob Glancy, Ron Stratton, and Frank Schlake.
 
The minutes were read and approved and posted in the township hall.
 
Cemetery Update

Donald Lynch Comments
Mr. Lynch again asked for the operating policies of the township. He has been told the township follows statute. He brought up matters from 2008 and issued complaints against Lee Short and Mike Kassalen, and Richard Bierley from 2008 matters. He compared his citations to what he thought were conditions worse than his property. He brought up the fence he is constructing. Kirk told him there would be no action taken on his fence until next meeting.
  
Cemetery
The issue of the doors to the building in the cemetery was brought up. Fred told the board he had an estimate from Advanced Door Sales for approximately $850. Dick Kilburn made a motion to approve the purchase of these doors. Dick Dare seconded the motion.

Roads
It was mentioned that there is a wash out area on Bennett Road that will probably need a new culvert.
Regarding Briarwood, Fred talked to the county engineer’s office and they have fixed the catch basins in that subdivision. They seem to be working properly. The engineer’s office is now working on crack sealing in the area.
  
Fire Department
Ralph Blanton brought up the problem at the construction site. There is a problem with unstable dirt in one area that is holding up the project. The proposed cost for the added work has been set at approximately $9,000 by Applied Contracting. The trustees have been told it shouldn’t be over a half day’s project to move the dirt, let it dry out and put it back. They have been told a fair price would be around $3,000. Ralph has talked to Bruce McGary about the problem. He was told that if any unforeseen problems occur, the cost can be added to the contract. Ed McCall said the township could get a quote from someone else. This could lead to problems in the future. Kirk has talked to the contractor and will try to set up a meeting tomorrow to discuss this matter.
 
Zoning
Mike Kassalen didn’t have any new zoning issues to discuss. In response to the derogatory remarks made by Mr. Lynch, Mike told the board that if he was doing anything wrong in his position, he would like them to tell him and he would correct the problem.   The board told him he is doing just fine.
                      
 Miscellaneous
Dick Kilburn brought up the issue of the problem on Ghiels-Carroll Road caused by the garbage truck going in the ditch. Ruts were left and now the ruts are holding water.
Kirk mentioned the problem on Anderson Road where the paving doesn’t line up with a driveway and is causing problems.
  
Fiscal Business
Depository Agreement
The fiscal officer presented the renewal of the depository agreement with 1st National Bank. It is for the period 2009 thru 2014. Kirk Ramsey made a motion to pass Resolution 09-0428 to approve the township entering into an agreement with 1st National Bank for purposes of depositing township funds with said bank. Dick Dare seconded the motion.

Approval to Pay Bills
The fiscal officer presented checks #7713 - #7765, 99012-99014  which totaled $85,214.81.
The board examined the bills that were ready for payment and Dick Kilburn made a motion to pay the bills as presented. Dick Dare seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $550,693.76.
This amount included receipts #6362– #6373.
 
With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at  7:40 P.M. Dick Kilburn seconded the motion.
