Minutes May 12, 2009 Meeting

 

The Salem Township Board of Trustees met May l2, 2009 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Kilburn and Dick Dare present
 
Others present were: Ralph Blanton, Mike Kassalen, Lee Short, Mr. & Mrs. David Opperman, Donald Lynch, Fred LaFollette, Bob Glancy, Ron Stratton, Frank Schlake, Gene Sharpe, Greg Webb and Jim Organ.
 
The minutes were read and approved and posted in the township hall.
 
Cemetery Update
No cemetery updates for this period.
 
Insurance Renewal
Jim Organ was present to discuss the two different Anthem plans for the health insurance. After more thought the trustees weren’t sure they wanted to change plans. Jim brought information sheets and explained the differences between the new plan and the old plan. The new plan would be $3400 less annually. After asking questions and discussing the plans and with input from the fire department, Dick Dare made a motion to keep the same plan that the township had last year. Dick Kilburn seconded the motion.

Executive Session
At 7:30 Dick Kilburn made a motion to adjourn into Executive session pursuant to ORC Section 121.22 to discuss legal matters. Kirk Ramsey seconded the motion. Vote: Kilburn, yea   Ramsey, yea   Dare, yea
 
Dick Kilburn made a motion to adjourn out of Executive session and return to the Open meeting and ask the Fiscal Office to note that no action was taken.   Dick Dare seconded the motion.

Donald Lynch Comments
Mr. Lynch took the floor and wanted to know if the board knew who had called ODOT to have them come to his property. He brought up the issue of an old car at Salem & Lake Roads and the Kranzmayer property. Mike Kassalen told him he had gone to that property and Mr. Kranzmayer is working on it. Mr. Lynch stated that the vehicle on Lake Road is parked on the township right of way. His fence was another item he brought up. Kirk Ramsey told him the fence needed to come down by the 26th of May or he would be in contempt of court.
 
Ron Stratton commented on the work the board is doing to clean up the area.
 
OTARMA/KLA Risk Recommendations
Fred reported on the recent visit from KLA Risk Consulting and the recommendations they made for loss control. One suggestion was to have a hold harmless agreement with the food pantry for the use of the building.
Dick Dare said he thought there was an agreement done a long time ago. It was also suggested that the road crew should have ongoing training.
 
Roads/Cemetery
Fred told the board that the county has done some crack sealing at Morrow Meadows and they plan on working on Lakeside Park next.
Regarding the culvert that needs to be replaced on Lake Road, it seems one resident doesn’t want to replace his. He had his driveway paved and didn’t have the correct pipe put in. Kirk will call him to tell him he needs to get a culvert permit and the pipe and the township will do the work to correct the problem.
Dick Dare asked it Salem Road work was done. Kirk reported that the man holes are in but it needs dirt.
It was mentioned that a new culvert is needed on Bennett Road.
 
Fred stated he would like to get a few things painted in the cemetery before the end of the month.
Dick Kilburn stated the cemetery was looking very good for this early.
   
Fire Department
Bill Harrison reported on the results from the ad that was out for the Lieutenant’s position. He said he didn’t get any applications as a result of the ad. He received telephone calls, but everyone he talked to were not happy with the salary offered. He stated that maybe the years’ experience requirement was too high with the salary being offered. He thought if they dropped it from 5 years to 3 years, there would be more qualified applicants. It is possible there would be someone from within the department if that requirement was changed.
 
Ralph Blanton brought up the dirt issued. As a result of meeting with the contractor , they got a quote for $6,700 to stabilize the ground and pass the soil test. Nothing can be done until the ground is stabilized. Kirk Ramsey made a motion to approve a change order of $6,700 for the purpose of stabilizing two sections of dirt with a guarantee to pass inspection. Dick Kilburn seconded the motion..

 Zoning
Kirk thanked Mike Kassalen for taking care of the clean up at the Christiansen and Spray properties.
 
Mr. Lynch asked Mike if he would go put stakes up where he can put his fence to remain in compliance.
Mike told him he had already done that.
 
Fiscal Business
 
Approval to Pay Bills
The fiscal officer presented checks #7766 - #7810, which totaled $24,821.67.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $73,806.49.
This amount included receipts #6374– #6381.
 
With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at  9:00 PM Dick Kilburn seconded the motion.
