Minutes May 26, 2009 Meeting

 

The Salem Township Board of Trustees met May 26, 2009 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Kilburn and Dick Dare present
 
Others present were: Ralph Blanton, Mike Kassalen, Lee Short, David Opperman, Donald Lynch, Fred LaFollette, Bob Glancy, Frank Schlake, Officer Worley, and Bill Harrison.
 
The minutes were read and approved and posted in the township hall.
 
Cemetery Update
No cemetery updates for this period.
 
Visit from Warren County Sheriff’s Department
Deputy Worley from the Sheriff’s Department brought the latest statistical report for the township. He asked if there were any concerns he could address. Kirk Ramsey told him about the speeding on Lake and Salem Roads and the fact that it is used as a cut through to 22 & 3 in the morning and evening. There is also a problem with Waynesville Road. He told the board he would put out an email to the commanders and ask for extra patrols for awhile at those times. The department has made an arrest in some of the break- ins.
 
Donald Lynch Comments
Mr. Lynch took the floor and stated he had done some research on his fence and the people he has talked to said they thought it was petty to object to the fence considering the quality of the materials used. Kirk told him to take the fence down even if he thinks it is petty because it is against the zoning. Kirk then told Mike Kassalen to proceed with getting in touch with the prosecuting attorney to get the fence removed.
 
Roads
Fred again brought up the matter of the three culverts that need replaced on Lake Road. 
He also mentioned that there was a place on Salem Road that needs dressing where work was done.
Bill Harrison had noticed a serious problem on Trovillo Road just past the Oeder complex. There is a big hole where the road is caving in. Work was done at this spot before, but he said it is worse now than when it was worked on. Dick Kilburn said he would check on this problem.
 
Fred reported that the county paving bid came in less than estimated. JRJ got the bid again this year. Salem Township’s portion of the project was bid at $106,268.40 which is around $30,000 less than the engineer’s estimate.
 
Electric Service
Ralph Blanton had forms from Duke Energy for the electric service to the new building. They have worked on it and for an additional $2,000 the lines can be underground. Dick Dare made a motion to approve a change order for an additional $2,000 to the electrical contract. Dick Kilburn seconded the motion.

Ralph doesn’t think they will begin work on the electrical service until the building starts to go up.
Bill told the board he was on the site this week and talked to the supervisor. He told Bill that they expect the site to pass inspection next week and then they can start to pour the footers.
 
Property Purchase
It was brought up that the church property adjacent to the township hall is for sale. Ralph Blanton has checked it out. He said it is rough, but has land value. Dick Kilburn made a motion to make an offer of $25,000 for the purchase of this property. Dick Dare seconded the motion.

 Fire Department
Bill Harrison reported they have not hired anyone yet to fill the third full time position. They are working on it.
He told the board he did have a person to hire for a part time position. He requested the board to approve hiring Brian Houk from Leesburg in a part time position. Dick Kilburn made a motion to hire Brian Houk in a part time position with the Fire Department pending the outcome of the physical exam and drug screen. Kirk Ramsey seconded the motion.

Zoning
There were no permits issued this period and Mike Kassalen had no new zoning issues to report.
Kirk Ramsey asked him to look at the property across from Alvin Bishop’s place on Morrow Woodville Road.
There has been a complaint on that property.  
                
 Zoning (cont’d)
Dick Kilburn stated he had received a complaint on the house at Lake Road and US 22-3.
Also, he had a call from Jerry Martin who told him the telephone company had cut some trees down on his property and left them there. The crew will go see what they can do to clean up the debris.
 
Cemetery
Dick Dare stated he had several people mention to him that the cemetery looked very nice for Memorial Day. The cemetery crew has done a good job.
The cemetery project was brought up and it is being worked on at present.
Fred told the board that they will have to replace the old water line going up the hill. He said it has been patched three times and cannot be patched again. He will get some quotes on this work.
  
Fiscal Business
 
Appropriation Modification
The Fiscal Officer requested the board approve the following modification to the appropriations:
Increase 15A04     $66,500
Dick Kilburn made a motion to pass Resolution 09-0526 to approve the increase to the appropriations in the Debt Service Fund. Kirk Ramsey seconded the motion.

Resolution to Transfer Funds
The Fiscal Officer requested approval from the board to transfer funds from the Fire Department Levy fund to the Debt Service Fund to pay the semi-annual interest on the fire house loan. She also asked approval to transfer funds from the Fire Fund to the Debt Service Fund to pay the principal and interest due on the fire truck acquisition note. Dick Dare made a motion to pass Resolution 09-0526A to approve the transfer of $38,383.99 from the Fire Department Levy Fund to the Debt Service Fund for the purpose of paying the interest due on the property improvement bond, and to further approve a transfer of $43,941.50 from the Fire Fund to the Debt Service Fund for the purpose of paying the principal and interest that is due on the Fire Truck Acquisition note.

Approval to Pay Bills
The fiscal officer presented checks #7811 - #7864, 99015 which totaled $200,792.79.
The board examined the bills that were ready for payment and Dick Kilburn made a motion to pay the bills as presented. Dick Dare seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $128,951.15.
This amount included receipts #6396– #6413.
 
With no further business to come before the board, Dick Kilburn made a motion to adjourn the meeting at 7:45 P.M. Kirk Ramsey seconded the motion.
