Minutes June 23, 2009 Meeting

 

The Salem Township Board of Trustees met June 23, 2009 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Kilburn and Dick Dare present
 
Others present were: Mike Smith, Ralph Blanton, Lee Short, Mr. & Mrs. David Opperman, Donald Lynch, Fred LaFollette, Woodie Davis, Bill Harrison, and Frank Schlake.
 
The minutes were read and approved and posted in the township hall.
 
Cemetery Update

Resident Concerns
Mike Smith, resident on Salem Road asked about the speeding problem on that road. He stated it was getting dangerous to pull out of the driveways in the dip. The problem has been mentioned to the sheriff’s office.
 
Donald Lynch Comments
Mr. Lynch had no business to bring before the board at this time.
 
Fire Department
Chief LaFollette brought up the matter of fireman John Hatfield who was approved for the Lieutenant’s position at last meeting. He is going to have foot surgery and will be unable to work for several weeks. He would like to postpone the promotion until he is able to pass the physical. Board approved an effective date for when he returns to work.
 
A resignation was turned in by Chad Lake who lives in Nelsonville. He states it is too far to come to work.
Dick Kilburn made a motion to accept the resignation of Chad Lake. Kirk Ramsey seconded the motion.

Ralph Blanton reported on the building progress. Since the weather has cleared up they have been able to start on the foundation.
 
Roads, Cemetery
Fred turned in a letter he had received from a relative of a person buried in the cemetery. She was reporting that the vases they had placed on the gravesite had been damaged and she would like them replaced. She sent a copy of the bill for replacing them to Fred. The board agreed the township should pay for the replacement vases.
 
The condition of the catch basin on Ray Court was discussed. It is in bad shape and needs work done on it. Dick Kilburn said he would check with Western Water to see if there is a leak.
 
Work also needs to be done to the catch basin and pipe at the top of Trovillo Road. The crew can do this job.
 
Dick Dare asked about the cemetery water line bids. Fred had received three quotes for the job as follows:
Osborne Excavating - $2128.72     Viox Excavating - $2839.00       John’s Bobcat & Trenching - $3,600.00
After a brief discussion, Dick Dare made a motion to award the job to Osborne Excavating. Kirk Ramsey seconded the motion.                Vote:      Dare, yea               Ramsey, yea        Kilburn, yea
 
The Salem Road project was brought up and a few minor problems need to be worked out.
 
Zoning
Since Mike Kassalen was unable to attend tonight’s meeting, Lee Short reported that Mike had met with Tom Opperman and was told that he hoped to have the problem worked out before his next trip.
Lee presented the approved permanent injunction against Mr. Lynch.
  
Ward Road Zoning
Woodie Davis reported that the properties were pretty much cleaned up except for the one with the tall grass and goats. The Quaker cemetery also needs to be mowed. Kirk stated he had called the health department and was told there wasn’t anything they could do about the problem. The property was cleaned up enough to pass their inspection when they arrived to look at it. Kirk said he would call the health department to see if they would come to look at it again.
 

Dick Kilburn has received several calls concerning the tall grass at the property located at Salem and Lake Roads. The board discussed the legalities of getting it mowed.

Kirk reported he had gone to see the Burnetts about their fence dispute. They are close to getting the matter resolved. They plan to put up a fence on their property and Danny Browning will put fence on his property and then a gate between them.

 Grant Program
Bill Harrison gave the board some details on the training grant he had mentioned at the last meeting. The paramedic course would cost approximately $5300 and is offered at several places in the area. Anyone wishing to take the course would have to pass a test to get in the program. He said they might not pass on the first try. If they did complete and pass the course, they would be obligated to serve on the department for a period of three years or they would have to reimburse the department for the $5300. He said there are two men interested in the training at present. Dick Kilburn made a motion to approve applying for the grant and starting the training program if the grant was awarded. Kirk Ramsey seconded the motion.

Bill will start the application process as soon as possible.
  
Fiscal Business
 
Approval to Pay Bills
The fiscal officer presented checks #7921 - #8002, 99018-99019  which totaled $66,234.21
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Dick Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $35,272.33.
This amount included receipts #6426– #6449.
  
With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:50 P.M. Kirk Ramsey seconded the motion.
