Minutes August 25, 2009 Meeting

 

The Salem Township Board of Trustees met August 25, 2009 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Kilburn and Dick Dare  present.  Mr. Ramsey asked all present to stand and led them in the pledge of allegiance.
 
Others present were: Ralph Blanton, Donald Lynch, Fred LaFollette, Ron Stratton, Woodie Davis, Betty Owens, Mike Kassalen, Bob Glancy, Lee Short and Frank Schlake.
 
The minutes were read and approved and were posted in the township hall.

Community Items
 
Donald Lynch
Mr. Lynch asked about his request to meet with the zoning inspector on a bi-weekly schedule. Kirk told him the board had been told by the prosecutor’s office that it was not necessary for them to schedule regular meetings with him. He also asked about access to all records. He stated he did not have to make a specific request. But he did say he specifically wanted to see all records relating to the Kranzmayr, Dare, Kilburn, Ramsey and Lynch properties plus all building permits. After going over his requests again, Mr. Ramsey stated his time was up for this meeting.
  
Roads
Fred Lafollette reported that the crew will start mowing again this week. They have gotten behind with all the rain. 
The Bennett Road culvert work has been completed.
Kirk brought up the Ray Court problem. It was decided the crew could try to work on it when they get done with the mowing.
 
Fred reported that Ron Kilburn had gotten his CDL so will be able to help with snow removal this winter if necessary.
 
The Ward Road property clean up was mentioned and the board thanked Woodie Davis for his help in getting the problem taken care of.
  
Fire Department
Gary Loxley responded to the inquiry regarding the problem with the general contractor. He advised that the township would not have to take the problem to arbitration as requested by the contractor.
 
Fred and Bill Harrison attended the Washington Township meeting last evening to discuss the renewal of the fire and EMS contracts. The trustees voted to renew both contracts; however, they requested to pay semi-annually instead of making a one-time payment.
 
Zoning
Neither Lee Short nor Mike Kassalen had any pending zoning problems to report at this meeting.
    
Dick Dare brought up the matter of complaints he has received about the property located at 5853 Lake Road. The grass is extremely high and needs to be mowed. He stated he had been told the home is not in foreclosure, but no one is living there.
 
Woodie Davis asked about the property next to M & M. It also needs to be cleaned up. Kirk told him he has notified the owner.
  
Fiscal Business
 
Street Lighting Resolution
The fiscal officer noted the annual resolution to approve the assessment for street lighting was due to be filed with the county auditor. Dick Dare made a motion to pass Resolution 09-0825 to approve the assessment for artificial street lighting in the lighting districts of the township; and it was resolved to levy the special assessment for one (1) year to be on the 2009 tax duplicate collected in the calendar year 2010. Dick Kilburn seconded the motion.

 Approval to Pay Bills
The fiscal officer presented checks #8179 - #8234 which totaled $122,454.55.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Dick Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $53,669.86.
This amount included receipts #6480– #6501. 
  
With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:25 P.M. Kirk Ramsey seconded the motion.
