Minutes September 8, 2009 Meeting

 

 
The Salem Township Board of Trustees met September 8, 2009 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Kirk Ramsey called the meeting to order at 7:00 P.M. with member Dick Dare present.  Mr. Kilburn was in Washington D.C. at the NATaT Convention. Mr. Ramsey asked all present to stand and led the pledge of allegiance.
 
Others present were: Tim & Pam Freson and their son, Donald Lynch, Fred LaFollette, Ron Stratton, Woodie Davis, Bill Harrison, Mike Kassalen, Bob Glancy, Lee Short, Mr. & Mrs. David Opperman, and Frank Schlake.
 
The minutes were read and approved and were posted in the township hall.

Community Items
 
Donald Lynch
Mr. Lynch again brought up the matter of his request to meet twice monthly with the zoning inspector. He stated the main thing he was looking for is to prove that he is being singled out for zoning violations. He wants to go see the properties of all the trustees and the three zoning officials. He brought up the matter of his sign being grandfathered in. Kirk told him if there was a zoning matter with anyone else, they would want to fix the problem, whereas he chooses to fight any complaint. Again Kirk told him that the township has been advised they are not required to meet with him on a bi-monthly basis.
 
Kirk thanked Lee Short and Mike Kassalen for the job they are doing with the zoning.
 
Roads/Fire Department
Fred Lafollette said the only business he had this evening was to remind the board of the construction meeting tomorrow at 2:00 PM.
 
 Zoning
Neither Lee Short nor Mike Kassalen had any pending zoning problems to report at this meeting.
 
Tim and Pam Freson were in attendance to discuss a matter with the zoning inspector.
 
The tall grass on the Lake Road property was mentioned again. Kirk stated he had called the Warren County Health Department on the property on Lake Road and also on LaRue. They have to give them 20 days notice before they can do anything.
  
Fiscal Business
 
Rates Resolution
Debbie told the board it was time to pass the annual rates resolution for the county auditor.
Kirk Ramsey made a motion to pass Resolution 09-0908 accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor.
               
 Dick Dare seconded the motion.

Appropriation Modification
 
The fiscal officer requested the board approve the following modification to the appropriations for FY09:
Increase 1-A-19 audit charges $2,000           decrease 1-A-25 Contingencies   $2,000
 
Dick Dare made a motion to pass Resolution 09-0908A to approve the changes in the FY09 appropriations as requested by the fiscal officer. Kirk Ramsey seconded the motion.

Approval to Pay Bills
The fiscal officer presented checks #8235 - #8276 which totaled $76,766.09.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $22,044.81.
This amount included receipts #6502– #6509. 
 
With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:20P.M. Kirk Ramsey seconded the motion.
