Minutes August 11, 2009 Meeting

 

 
The Salem Township Board of Trustees met August 11, 2009 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Kirk Ramsey called the meeting to order at 7:00 P.M. with member Dick Kilburn present.  Mr. Dare was on vacation. Mr. Ramsey asked all present to stand and led them in the pledge of allegiance.
Others present were Jeri Short, Bob Short, Marlyn Holtzclaw, Ralph Blanton, Donald Lynch, Fred LaFollette, Mike Kassalen, Ron Stratton, Bob Glancy, Gene Sharpe, Deputy Day, Frank Schlake and Bill Harrison.
 
The minutes were read and were approved and posted in the township hall.

Community Items
 
Donald Lynch
Mr. Lynch’s requests this meeting were that he be allowed to video tape the meetings and also have meetings with the zoning inspector twice a month. He asked that the meeting be in the week prior to the board meeting. He also wanted a copy of all zoning documents. He stated he needed to consult with Mike Kassalen, Lee Short and Richard Bierley.
Kirk addressed his requests and told him he would be allowed to video tape the meetings. He will check with the prosecutor on the remaining requests.
 
Ron Stratton commented on the Lynch property and commended the zoning inspector and the board on their work in getting it cleaned up.
 
Salem Township Public Library
Jeri Short was present to represent the library. They are proud to celebrate their 125th anniversary; however, with the state budget cuts they are forced to reduce hours and services. The library board passed a resolution to seek approval from the Board of Trustees as their taxing authority to put a .5 mill tax levy on the November ballot. After a brief discussion, Dick Kilburn made a motion to pass Resolution 09-0811 approving the request by the Salem Township Library to place a one-half mill levy on the November 3, 2009 ballot for the operating expenses of the said Salem Township Library. Mr. Ramsey seconded the motion.

Fire Department
Chief LaFollette reported that John Hatfield had returned to work after surgery and was in good physical shape. He therefore asked the board to approve a starting date of July 24, 2009 in the Lieutenant position. Kirk Ramsey made a motion to approve moving Mr. Hatfield to the Lieutenant’s position effective July 24, 2009. Dick Kilburn seconded the motion.

Fred reminded everyone of the construction meeting tomorrow at 2:00.
 
Bill Harrison brought before the board the problem of no smoke detectors being on the drawings for the fire house. They need to get with Ed McCall and have him add them.
 
Roads
Mark Spencer, a resident on Woodward Claypool, has requested the township to put up a horseback riding sign because the cars are going so fast on the road where there are people riding horses. Kirk Ramsey said the speed limit signs are not visible because of the over grown tree limbs and bushes.
 
Zoning Matters
The zoning inspector had no new business to report.
Kirk Ramsey mentioned that Mr. Stacy on Waynesville Road had talked to him about building a house on the property. Mike needs to work with him.
Also, a man who has purchased a 20-acre wooded lot on Foster Maineville road called him about a possible problem. Now that he is working on the land, he has heard constant dog barking from the neighbor’s property. He told Kirk they have a kennel which he did not know about when he purchased the land. Supposedly the dogs bark constantly and he wanted to know if there was anything the township zoning could do. Mike told Kirk that if the kennel is not on the property line, it follows zoning rules, but he will check on it.
 
Fiscal Business
Approval to Pay Bills
The fiscal officer presented checks #8138 - #8178 which totaled $167,214.08.
The board examined the bills that were ready for payment and Dick Kilburn made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $11,524.25.
This amount included receipts #6475-#6479. 
 
 
With no further business to come before the board, Dick Kilburn made a motion to adjourn the meeting at 7:25P.M. Kirk Ramsey seconded the motion.
