Minutes October 13, 2009 Meeting

 

 
The Salem Township Board of Trustees met October 13, 2009 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Kilburn and Dick Dare present. Mr. Ramsey asked all present to stand and join in the pledge of allegiance.
 
Others present were: Bob Glancy, Lee Short, Mike Kassalen, Ron Stratton, Woodie Davis, Fred LaFollette, Ralph Blanton, Frank Schlake and Deputy Vaughn.
 
The minutes were read and approved and were posted in the township hall.

Report from Sheriff’s Department
Deputy Vaughn from the Warren County Sheriff’s office was present to give a monthly statistical report. He stated that robberies were up especially during the day. He said residents needed to keep an eye out for strangers and vehicles not normally seen in the neighborhood. Kirk told him they were doing a wonderful job patrolling the area.
Chief LaFollette also thanked him for the good job they were doing in patrolling the fire house site.
 
Bob Glancy brought up the matter of trees hanging over the road on Lake Road. The crew will look into getting them cut back.
 
Ron Stratton spoke on the increase in property taxes on farm land or other properties with a cauv designation.
  
Roads/Fire Department
Fred Lafollette was glad to tell the board he had three applicants to have approved for employment. Bill Wallman and Gideon Conger had applied for part time positions and Joe Bean, who was previously a volunteer, had moved back into the area and wanted to be on the volunteer squad again. Dick Dare made a motion to approve hiring the two part time applicants and bringing back Joe Bean as a volunteer pending the outcome of physical exams and drug tests. Kirk Ramsey seconded the motion.

Fred spoke about the recent visit he and Kirk had made to the site of a firehouse similar to the one the township is building. It was started about the same time as ours and he said the project is at about the same point of completion as ours.
 
It was reported that there were about $1600 in change orders that were the architect’s responsibility. Ed McCall had agreed to cover those change orders. Regarding the brick work, they had been told the bricks would not be available until November. While visiting the other fire house, they saw similar bricks that would work that were available and decided to go with them. But now the original bricks are in stock and they will start on the back wall as soon as possible.
 
Temporary lighting for the building was discussed, but it was decided there was enough lighting on the inside to cover it for now.
                          
Zoning
Mike Kassalen had one permit to turn in for a garage.
 
Regarding the clean up at 2087 LaRue, the board of health was called and it was decided the township should have it cleaned up. A proposal from Robert Haines Landscaping was submitted for the price of $175 for the first mowing and clean up, and $50 for each mowing after that. The work includes mowing, weed eating and clean up.
He also submitted a proposal for mowing and clean up at #2086 Lake Road. This price was $130 for the first mowing and $40 for and additional mowing.
Kirk Ramsey made a motion to accept this proposal and have Mr. Haines start the clean up of these properties. Dick Dare seconded the motion.

The annual salt estimate was received from the county. Their price was less than Morton’s and it was decided to request 200 tons.
 
Fiscal Business
  
Approval to Pay Bills
The fiscal officer presented checks #8337 - #8391 which totaled $404,271.35.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Dick Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $2,310.05.
This amount included receipts #6538– #6543. 
  
With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:30P.M. Dick Kilburn seconded the motion.
