Minutes January 12, 2010 Meeting

The Salem Township Board of Trustees met January 12, 2010 in regular session at the Township Hall for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Kilburn and Dick Dare present. Mr. Ramsey asked all present to stand and join in the pledge of allegiance.

Others present were: Bob Glancy, Donald Lynch, Fred Lafollette, Ralph Blanton, Mike Kassalen, Lee Short and Ron Stratton.

The minutes were read and approved and were posted in the township hall.

Election of President

Mr. Ramsey turned the meeting over to the Fiscal Officer who opened the floor to nominations for president for the year 2010. Dick Kilburn nominated Kirk Ramsey. Dick Dare seconded the motion. As there were no other nominations, the fiscal officer asked for a vote: Kilburn, yea Dare, yea Ramsey, yea.
The meeting was then turned over to the president who asked for nominations for Vice President. Kirk Ramsey nominated Dick Dare. Dick Kilburn seconded the motion.
There were no other nominations and a unanimous vote followed to elect Mr. Dare.

Mr. Lynch had no new business to discuss with the trustees.

Fire Department – Fred told the board he had three applicants for volunteer positions. He asked them to approve hiring the three: Ian Cox, Cory Buckler and David Saffles. At this point, Dick Kilburn made a motion to adjourn into executive session for the purpose of discussing personnel matters per ORC Section 121.22. Dick Dare seconded the motion. At 7:15 Dick Kilburn made a motion to adjourn out of Executive Session and return to the open meeting and asked the Fiscal Officer to make a note in the minutes that no action was taken. Kirk Ramsey seconded the motion. Vote:    Ramsey, yea        Kilburn, yea         Dare, yea

Dick Dare made a motion to hire as volunteers Ian Cox and David Saffles pending physicals and drug testing and to table the vote on Cory buckler for this meeting. Kirk Ramsey seconded the motion. Vote: Dare, yea     Ramsey, yea       Kilburn, yea

Ralph Blanton gave an update on the building. He reported that the squad house that is owned by the fire department association has been sold to the Village with a 6-month occupancy granted. They are pricing interior furniture and will use all proceeds from the sale to furnish the new fire house. They will need at least four rooms set up to begin.

Mike Kassalen turned in two permits. There weren’t any other zoning matters to bring before the board.
Dick Kilburn asked about some property on Blackhawk Road. He wondered if they had heard anything about platting it out. Nothing has gone through zoning for this land although it appears there are stakes on the property.

Dick Kilburn mentioned the fact that the owners of the land along US 22 & 3 that is mostly in Hamilton Township, but with some road frontage in the township, are trying to get a joint economic development started with either the Village or Hamilton Township.


The speculated reason for this is to get a break on taxes. It was discussed that whoever would be involved, it would probably mean an annexation of some type. Dick Dare stated he was against any annexation of township land.

Salt purchase – Dick Dare brought up the problem of the timing of the salt delivery. Morton showed up this past Saturday evening. They will make Morton aware that no deliveries will be accepted after working hours.

Kirk Ramsey had an invoice for one last mowing at one of the vacant properties. Dick Kilburn made a motion to add it to the amount being assessed to that property’s tax bill. Dick Dare seconded the motion. Vote:    Kilburn, yea     Dare, yea       Ramsey, yea

Debbie told the board she had received the notice of the county engineer’s paving projects for 2010. They will need to decide if any paving projects will be done this year.
The Trovillo Road problem was mentioned. It was discussed that the residents need to come to a meeting and see what they want to do. It is almost impassable now, and making it a one-way passage seems the logical solution. If that is done, it should be one way up the hill so that EMS or Fire equipment would have quicker access to those up the hill.

Fiscal Business

Approval to Pay Bills
The fiscal officer presented checks #8714 - #8750 which totaled $35,807.09.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Dick Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $7,651.96.
This amount included receipts #6619– #6625.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:50 P.M. Kirk Ramsey seconded the motion.
