Minutes April 13, 2010 Meeting

The Salem Township Board of Trustees met April 13, 2010 in regular session at the Township Hall for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Ralph Blanton and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present were: Donald Lynch, Fred Lafollette, Frank Schlake, Ron Stratton, Lee Short, Mr. & Mrs. David Opperman, Bill Harrison, Woodie Davis, Mike Kassalen, Sgt. Dulle and Bob Glancy.

The minutes were read and approved and were posted in the township hall.

Cemetery Update
There were no changes in the cemetery records for this time period.

Sergeant Dulle from the sheriff’s office stopped by to see if there were any concerns or problems that needed to be addressed. Kirk thanked him for the checks they’ve been making on the new fire house construction. There were no new problems brought up.

Mr. Lynch stated he did not receive the copies that he was looking for in what was copied for him. He specifically wanted all the zoning complaints that he had submitted. He also wanted a copy of the contract to Caldwell and a copy of the minutes from the special meeting that was held to approve having the bus removed and anything else that had been put in motion by the action of the court.

Woodie Davis brought up the condition of the property next to his. The owner was supposed to do some painting. Also he voiced the fact that the township website needed to have the photo updated to include Ralph Blanton. Mike Kassalen will bring his camera and take a new picture.
Kirk also had received a complaint about chickens on Ward Road.

Fire Department/Cemetery
Chief LaFollette reported he was still looking for additional help at the cemetery. Kirk stated that if anyone present knew of anyone looking for part time work to let the township know.

Fred also brought up Patty’s rate of pay. Her last increase was in late 2008. Ralph Blanton made a motion to increase Patty Higginson’s rate of pay by $.50 per hour effective with the next payroll to bring her hourly rate to $12.00. Dick Dare seconded the motion.

Mr. Lynch asked if he would be able to get new equipment set up that would enable him to put the meetings on face book and you
tube. The trustees told him they would find out if that would be allowed.

Zoning
Mike Kassalen turned in a permit. He didn’t have any other zoning matters to bring before the board.

Roads
Kirk brought up the problem with the catch basin on Waynesville Road near Briarwood. Fred stated he thought it could be part of an old building. He will go check it out to see if there is anything the township can do about the problem.

The problem with a culvert that runs under the road near St.Rt.123 was discussed and it was decided that ODOT should be called on the problem.

 

 

Fiscal Business

 

The Fiscal Officer presented a request for funds to help with Memorial Day expenses from the Morrow VFW. The township normally puts $150.00 towards this expense. Dick Dare made a motion to apply $150.00 of township funds towards the Memorial Day expenses to purchase a new flag. Kirk Ramsey seconded the motion.

Transfer to Debt Service
Debbie next requested the board to approve the transfer of $630.00 from the Fire Fund to the Debt Service Fund in order to pay the semi-annual interest on the Real Estate Acquisition Note.
Kirk Ramsey made a motion to pass Resolution 10-0323 to approve the transfer of $630.00 to the Debt Service Fund for the purpose of paying the semi-annual interest on the Real Estate Acquisition Note. Dick Dare seconded the motion.

Approval to Pay Bills
The fiscal officer presented checks #9019-#9092, #10009-#10012 which totaled $206,497.69.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $7,980.71
This amount included receipts #6702– #6711.

Larry Newberry then took the floor to report that the Zoning Board of Appeals had to reschedule the meeting regarding the sign for the new fire house because the paper had not placed the legal notice correctly. The paper will rerun the ad for a May 7th meeting.

Dick Dare made a motion to waive all zoning fees associated with this appeals meeting for the fire department. Kirk Ramsey seconded the motion.

With no further business to come before the board, Ralph Blanton made a motion to adjourn the meeting at 7:35 P.M. Dick Dare seconded the motion.
