Minutes May 11, 2010 Meeting

The Salem Township Board of Trustees met May 11, 2010 in regular session at the Township Hall for the purpose of transacting the business of the Township. President Kirk Ramsey was out of town, so Vice President Dick Dare called the meeting to order at 7:00 P.M. with member Ralph Blanton present. Mr. Dare asked resident Bob Vail to lead all those present in the pledge of allegiance.

Others present were: Donald Lynch, Fred Lafollette, Merlene Skaggs, Woodie Davis, Mike Kassalen, Mr. and Mrs. Opperman, Bob Vail, Jim Yockey and Bob Glancy.

The minutes were read and approved and were posted in the township hall.

Cemetery Update
There were no updates to the cemetery records for this time period.

New Business
Bob Vail voiced his thanks to the trustees for making sure tall grass is cut when a complaint is issued and that the junk is kept out of yards.

Mrs. Skaggs was present to issue a complaint about two homes in her neighborhood where the grass is not being cut and junk in littering the yards. These homes are on Knollwood Drive. Mike Kassalen will look into this matter. Ralph Blanton stated that one of the homes in question might be sold.

Ralph also mentioned that Kirk had received complaints about several residences on Brant Road where the grass is very tall. Two of the homes are foreclosures and the status of the third is unknown.

Donald Lynch was the next item of business. He protested the supposed threat of arrest at the prior meeting and also protested the fact that his “presentation” had been interrupted. A copy of his complaint will be placed in a file as a public record. He still wants to update his equipment to video the township meetings.
Mr. Dare told him that the actual words spoken were that he would be escorted out of the meeting.

Woodie Davis wanted to make the board aware of branches coming over the road at the end of Ward Road.

Zoning
Mike Kassalen didn’t have any permits to turn in this meeting. He reported that there was a resident on Anderson Road who complained he could not see to get out of his driveway.
Also the residence that he has been working on since November to get cleaned up has reached the point of having the prosecutor’s office involved.

Fire Department/Cemetery
Chief LaFollette reported he had two volunteer applicants that he would like the board to approve. They are Jamieson Benoit and Dennis J. Schott. Dick Dare made a motion to approve hiring these two as volunteers pending the outcome of physical exams and drug testing. Ralph Blanton seconded the motion.             Vote: Dare, yea        Blanton, yea

He told the board that they are pleased with the way the cadet program is growing. They now have 7-8 members in this program.

Fred also mentioned that Jon Peters had started work in the cemetery and seems to be doing a good job.

After a few words on the matter, Ralph Blanton made a motion to engage the firm of Bricker & Eckler in West Chester for legal services concerning the construction of the new fire house. Dick Dare seconded the motion.            Vote:     Blanton, yea        Dare, yea

The punch list for the new fire house was discussed. The board will get copies of photos from Ed McCall and will video all the punch list items as they go through them.

Zoning
Mike Kassalen turned in 1 permit. He was asked to post the mowing of the vacant property on LaRue on the township website.

Fiscal Business

Appropriation Modification
The fiscal officer requested the board approve the following appropriation modification:
Increase 14A05A supplies $25,000 Decrease 14A07A contracts $25,000

Dick Dare made a motion to pass Resolution 10-0511 to approve the above listed modification to the appropriations for Fiscal Year 2010. Ralph Blanton seconded the motion.

Approval to Pay Bills
The fiscal officer presented checks #9152-#9208 which totaled $44,944.70.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $5538.87.
This amount included receipts #6731– #6735.

Resident Jim Yockey asked if the board would be interested in learning about wind turbine power for the new fire house. He will get a proposal together to present to them. He also voiced his concern about an abandoned building located near his house.

With no further business to come before the board, Ralph Blanton made a motion to adjourn the meeting at 7:30 P.M. Dick Dare seconded the motion.
