Minutes June 22, 2010 Meeting

The Salem Township Board of Trustees met June 22, 2010 in regular session at the Township Hall for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with member Ralph Blanton present. Member Dick Dare was on vacation. Mr. Ramsey led all those present in the pledge of allegiance.

Others present were: Ron Stratton, Frank Schlake, Donald Lynch, Fred Lafollette, Mike Kassalen, Woodie Davis, Bob Glancy, David Opperman, Bruce McGary and Bob Vail.

The minutes were read and approved and were posted in the township hall.

New Business
Donald Lynch stated he had requested on June 8 a report from the zoning inspector on the Alvin Bishop property about his agriculture status. He said he interpreted the zoning to mean you could not have buildings in front of a residence regardless of the property status. He also mentioned the tall grass.
He then brought up the condition of the property around the Lakefront Motel. There is rock fill and debris all around. He stated he thought by filling in the lake it would make the property less attractive to future buyers. The board told him it was not up to them to monitor what is done to properties and how it would affect future sales.
Mike Kassalen said he has looked into what is being done at the lake and has not seen evidence of anything that would cause a problem.

Ron Stratton brought up his objection to having a camera at the meetings. He doesn’t want to be on video tape.

Fred LaFollette told the board that one of the part time workers is leaving the area and will resign his position. Brian Bisher’s last shift will be on June 25th.
He reminded the board that the meeting with the county engineer on the chip and sealing project is this Friday at 10:00.

He also brought up the matter of changing the meeting location to the new Salem Morrow Fire House located at 5270 US 22-3. It was decided that the location change will take place with the July 13th meeting. Bruce McGary said that it was not necessary to put a notice in the paper, but to put a sign on the door of the current location giving the new location of future meetings.

Mike Kassalen turned in one building permit for a home. He then asked the trustees if they had any questions on the Bishop property.

Bob Vail asked about the property on 22 & 3 at Ward Road. They have cleared up some of the junk in the yard.

Annual Report from Prosecutor’s Office
Bruce McGary, Chief Assistant Prosecutor, was present to give the township the annual report and newsletter from their office. He passed out copies to all those in attendance. He first gave a brief interpretation of the law recently passed concerning nuisance properties. These nuisances could be in the form of vegetation, garbage, debris, junk, etc. The new bill shortens the notice requirement if it is the same property that has had a nuisance complaint within the last 12 months. He also said the notice could be posted on the township website.
He then talked about the cases they had handled, arrests made, delinquent tax collections and child support enforcement. It was an update on the activity of the prosecutor’s office for the previous year.

Kirk thanked him for all that the prosecutor’s office had done for the township in the past year.

Ralph asked Mr. McGary about the dedicated roads that are vacated. Bruce told him to call Kurt Weber at the county engineer’s office to get their opinion on the matter.

Fiscal Business

Budget Hearing FY2011
The fiscal officer asked the board to set the next meeting date for the annual budget hearing for Fiscal Year 2011.

There was a quote from Robbie Haines for the mowing of the two vacated properties on Brant Road: 1st time mowing at 4875 Brant Road would be $175 and would be $50 per mowing after that per guidelines set by the health department. The amount for the 1st mowing and clean up at 4967 Brant Road was $200. Each successive mowing after that would be $70. Ralph Blanton made a motion to have Mr. Haines proceed with the mowing at these two properties on Brant Road and have the Fiscal Officer assess the cost to their tax bill. Kirk Ramsey seconded the motion.

Approval to Pay Bills
The fiscal officer presented checks #9343-#9398, 10018-10019 which totaled $50,306.18.
The board examined the bills that were ready for payment and Ralph Blanton made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $20,585.72.
This amount included receipts #6764– #6788.

With no further business to come before the board, Ralph Blanton made a motion to adjourn the meeting at 8:10 P.M. Kirk Ramsey seconded the motion.
