Minutes July 27, 2010 Meeting

The Salem Township Board of Trustees met July 27, 2010 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Ralph Blanton and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present were: Bill Harrison, Fred LaFollette, Frank Schlake, Donald Lynch, Mike Kassalen, Lee Short, Bob Glancy, Mr. & Mrs. Heath Kilburn, Dave Opperman, John, Ben and Hazel Dotson.

The minutes were read and approved and were posted in the building.

New Business
Donald Lynch brought up his copy requests. He issued another request on paper for a copy of all correspondence to or from the zoning inspector. He also specifically requested that the zoning inspector meets with him the last Monday of the month. This request has been added to the file.

Ben and Hazel Dotson were present to discuss a zoning matter with the zoning inspector.

Ron Stratton again voiced his concern about the video taping of the meeting. He does not wish to be taped. He also issued a complaint about the tall weeds on the property adjoining his.

Mike Kassalen turned in one building permit and the payment for the variance being brought before the Board of Zoning Appeals on Friday.
He also stated he would be glad to produce any zoning record as long as he has a written request for a specific item.

Fire Department
Asst.Chief Harrison brought up the issue of providing special detail pay for time spent providing training for community members or other fire departments. He explained that firefighters and EMT’s need 4 training sessions in a 2 year cycle. They have been providing classes for local departments. There have also been residents requesting CPR training. He stated that it takes about 4 hours for CPR training and 16 hours for ACLS. They would charge for the classes to offset the detail pay.
Kirk Ramsey made a motion to approve this special detail pay for the employees of Salem Morrow Fire Department who provide training in CPR/ACLS. Dick Dare seconded the motion.

It was decided that they will set dates for the CPR classes and post them on the sign out front and also on the website.

Open House was discussed. Kirk stated he would like to have something while it was still warm outside. Bill told him they were working on it and have been able to get a few businesses to act as sponsors. Dick Dare mentioned that they should check for conflicting dates of area festivals.

Bill Harrison brought up the fact that one of the full timers’ first year was up, but they wanted to extend the probation period another 6 months. However, he is doing a good job and they wanted to propose going ahead and starting his vacation time that normally would be in effect after 1 year. Dick Dare made a motion to approve this vacation request. Kirk Ramsey seconded the motion.                                  Vote:     Dare, yea         Ramsey, yea           Blanton, yea

Fred LaFollette reported they had to have 5 loads of gravel hauled in for repairs at Washington Way.
Also the county has notified them that they will start charging for the disposal of old tires that the township picks up along the road. Dick Dare suggested getting in touch with Luti Tire to see what they would charge since we do business with them.
The soft spot in the road at Wolf Run was discussed. They will talk to the county about it.

Ralph Blanton had the signed lease for the Little Miami Food Pantry’s continued use of the township building. It was discussed that the sidewalks need to be worked on.

Dick Dare mentioned the old Spurlock property needs to be mowed and it should be posted.

Kirk Ramsey work reminded everyone of the Warren County Township Association’s family picnic being held this Saturday, July 31st at Aarmco Park
Also the one day summer conference will be held at Roberts Center on Friday, July 30.

Fred brought up the matter of the collapsed culvert on Morrow Millgrove near Riverview. He said the county will supply the labor to put the culvert in and the township will have to supply the gravel. They are projecting this will cost around $3,000. Ralph Blanton made a motion to approve this project. Dick Dare seconded the motion.

Fiscal Business

Approval to Pay Bills
The fiscal officer presented checks #9460 - #9514 which totaled $92,439.57.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $47,487.42.
This amount included receipts #6797– #6815.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:40 P.M. Kirk Ramsey seconded the motion.
