Minutes August 24, 2010 Meeting

The Salem Township Board of Trustees met August 24, 2010 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Ralph Blanton and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present were: Fred LaFollette, Donald Lynch, Lee Short, Bob Glancy, Dave Opperman, Ron Stratton, Woodie Davis.

The minutes were read and approved and were posted in the building.

New Business
Donald Lynch brought up his copy requests from the zoning department again. He requested every zoning transaction be ready to give to him on the 4th Monday of the month. He specifically requested the zoning permits and any and all documents pertaining to that permit. He wants access to and copies of all zoning matters. He was told that he will be receiving information from the county prosecutor concerning his request.

Ron Stratton mentioned the tall grass and weeds on the adjoining property to his place and on the corner. Kirk has talked to Mr. Cress, but he is out of town right now.

Lee Short turned in a zoning permit for Mike Kassalen. He also brought the file and plot maps for the Blue Crane development as Mr. Lynch had requested. He will be able to look at it after the meeting and make copies if wanted.

Fire Department/Roads
Kirk thanked Fred and the crew for the work done on Trovillo Road.
There is a water leak at Salem and Lake Roads. That is a village water line and they will fix it.
Ralph Blanton stated that 5207 LaRue needed to be mowed again. It will cost $80 this time and they are hoping this will be the last time necessary. Mike Kassalen will post this mowing. There is also debris in the yard and that will be cleaned up too.

There is also an area on Woodward Claypool that needs to be mowed.
Ralph Blanton made a motion to pass 10-0824 authorizing the control or removal of vegetation, garbage, refuse or debris pursuant to section 505.87 of the Ohio Revised Code, dispensing with the second reading and declaring an emergency and to recover from the owners of the property located at 7357 Woodward Claypool Road the total costs of said removal of vegetation or debris that has been declared a nuisance. Ralph also reported on the status of bids for work on the pad for the fuel tank. Middleton quoted $8310; Geraci quoted $7880. After a brief discussion, Ralph Blanton made a motion to have the slab and grading for the fuel tank at the fire station put in by J.Geraci Company. Kirk reported that the county was going to start on the culver work on Mason Morrow Millgrove on Monday. The township will be responsible for supplying the necessary gravel at an approximate cost of $3,000.00.


Fiscal Business
Street Lighting Resolution
The Fiscal Officer reported that the annual street lighting resolution needed to be passed in order to have the assessments on the 2011 tax bills.
Dick Dare made a motion to pass Resolution 10-0824A to approve the assessment for artificial street lighting in the three lighting districts of the Township for a period of one year to be on the 2010 tax duplicate and collected in calendar year 2011. Ralph Blanton seconded the motion.

Approval to Pay Bills
The fiscal officer presented checks #9560 - #9616, which totaled $84,927.94.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $22,655.87.
This amount included receipts #6825– #6840

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:30 P.M. Kirk Ramsey seconded the motion.
