Minutes September 14, 2010 Meeting

The Salem Township Board of Trustees met September 14, 2010 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Ralph Blanton and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present were: Fred LaFollette, Donald Lynch, Mike Kassalen, Bob Glancy, Mr. & Mrs. Dave Opperman, Ron Stratton, Woodie Davis, Frank Schlake, Bob Vail, Bill Harrison, Deputy Dulle and John & Jan Poe.

The minutes were read and approved and were posted in the building.

New Business
Donald Lynch brought up his copy requests from the zoning department again. He received correspondence from the prosecutor’s office detailing what records he could request and the procedure to do so. It was explained that he could not be as vague as just to ask for everything to do with zoning matters. He brought up the activity he has noticed at the Blue Swan development. He has asked for any zoning that deals with the David Smith property.

Ron Stratton presented for the record a copy of the letter he sent to Mr. & Mrs. Cress regarding his complaint about their property that adjoins his not being mowed. He stated that the weeds were encroaching on his property causing him to mow more often to keep them from taking over his yard. Dick Dare told Mr. Stratton that he had talked to Mr. Cress and was told he would take care of the mowing.

Fire Department/Roads
Fred reported to the board that he had three part time applicants that he would like to hire. They are Matthew Mumma, Joshua Rothenberger and Justin Cormany. Dick Dare made a motion to approve the hiring of the three mentioned applicants pending drug screens and physical exams. Kirk Ramsey seconded the motion.

The open house planned for October 2nd was discussed. Kirk reported that he has invited the county offices and Fred has contacted Ron Maag.

Mike Kassalen turned in two zoning permits which Mr. Lynch requested copies to be made for him.

Ron Stratton mentioned the flags.

Ralph Blanton wanted to let Deputy Dulle know that some of the residents on Radford had complained to him about speeders.
He also wanted to mention for the record that no township residents would ever be billed for ambulance services. Their insurance companies will be billed, but if there is no coverage, the resident would not then be billed. It is possible they could get a statement showing it was paid by their insurance company. Non-residents are billed, but would not be billed more than three times if their insurance company doesn’t cover it. He wanted everyone to know these details so that no one would ever be afraid to call the squad if there was a financial problem.
Bill Harrison stated that he only knew of 2 mistakes by the billing company since they have begun billing.


John Poe presented two framed photos for the fire department. They were a collection of old photos and an article that had been the newspaper about the volunteer fire department. His father had been the fire chief many years back and he wanted to do an early history of the fire department. He said he is still working on old photos he has and would like to see someone continue the project to current time.
Kirk thanked him for the photos and the time he has spent on the project.

Fiscal Business
County Salt Usage – Debbie had the salt request from the county engineer’s office. It was decided to put an estimate of 300 tons as the township’s request.

Rates Resolution
The fiscal officer requested the board to pass a resolution to accept the levy rates determined by the county budget commission.
Kirk Ramsey made a motion to pass Resolution 10-0914 to accept the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor. Dick Dare seconded the motion.

Kirk reported he had looked into the price of disposing of abandoned tires that are found along township roads. He said that what the county plans on charging is in line with what he found. Therefore, Debbie will get in touch with the county and ask them to continue with their pick up of the tires they find.

Approval to Pay Bills
The fiscal officer presented checks #9617 - #9666, 10026-10027 which totaled $57,504.16.
The board examined the bills that were ready for payment and Ralph Blanton made a motion to pay the bills as presented. Dick Dare seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $6,777.20.
This amount included receipts #6841– #6850

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:35 P.M. Ralph Blanton seconded the motion.
