Minutes December 28, 2010 Meeting

The Salem Township Board of Trustees met December 28, 2010 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Dare and Ralph Blanton present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present were: Donald Lynch, Mike Kassalen, Fred LaFollette, Bob Glancy, Mr. & Mrs. David Opperman, Woodie Davis and Bill Harrison.

The minutes were approved as read and were posted in the building.

Cemetery Update
12/27/2010 Anna Marie Frye Sec 5 Lot 17 SW Corner

Donald Lynch had no new business to bring before the board but complimented the road crew on the job they had done over the snowy holidays.

Mike Kassalen turned in a building permit, but there was no fee as it was agriculture in nature.

Fire Department
There was no new business from the fire department. Chief LaFollette reported they had not determined the cause of the fire that took place last evening. Bill stated they had help from Harlan Township and they all did a good job of knocking down the fire.

Personnel Matters
Since there was no other new business from the floor, Mr. Blanton brought up the matter of salaries.
He made a motion to increase the hourly rate of pay for Greg Webb and Mike Gilbert by $.50/hr effective with the first pay paid in January, 2011. Kirk Ramsey seconded the motion.

Dick Dare then made a motion to increase the fire chief’s pay by 2% and the assistant chief’s pay by 4% effective the first payroll paid in January, 2011. Kirk Ramsey seconded the motion.

Board Policies – Resolution 10-1228
Dick Dare made a motion to pass Resolution 10-1228 to approve the following operation procedures for Fiscal Year 2011:
1. Set the meeting dates for the second and fourth Tuesdays at 7:00 PM
2. Reimburse mileage at the rate of $.50 per mile of use Federal guidelines if less
3. Approve attendance at the OTA winter conference and the NATaT if funds are available
4. Trustees were unanimous in opting to be paid a monthly salary
5. Trustees’ salaries will be paid out of the General Fund, Gas Fund and the Road & Bridge Fund with the submission of time sheets to verify funds charged. There will be at least 1/3 of the total charged to the General Fund regardless of the detail of the time spent.

Resolution 10-1228A – Approve Continued Employment of Township Employees and Appoint Boards
Dick Dare made a motion to pass Resolution 10-1228A to approve the continued employment of the current township employees and to appoint the members of the Zoning Boards as follows:

Fire Department: Chief Fred LaFollette, Asst. Chief William Harrison, Robert Edmonds, John Moenster, John Hatfield, and all currently active part-time and volunteer workers. The chief’s salary will be charged 70% to the fire department and 30% to the general fund for administrative duties. The asst. chief’s salary will be charged 25% to the Fire Fund and 75% to the EMS Fund 14. The salaries of the three full time employees will be charged 50% to the Fire Fund and 50% to the EMS Fund 14.

Appoint Zoning Board: Lee Short, President, Alan Cornett, Mark Davis, John Leesemann. It was mentioned that Rick Lovins would no longer be serving on the board so a fifth member will need to be added.

Appoint Zoning Board of Appeals: Larry Newberry, President, Dave Hartman, Larry Tobler, Chris Fitzgerald and Rob Haines.


Fiscal Business

Temporary Appropriations for FY2010
The Fiscal Officer presented the Temporary Appropriations for FY2011 as follows and requested the board to approve them as presented:

Total Appropriations  $1,873,400

Dick Dare made a motion to pass Resolution 10-1228B to approve the sums listed in order to provide for the current expenses of the Board of Trustees of Salem Township and the same sums are hereby set aside and appropriated for the purposes for which expenditures are to be made during Fiscal Year 2011. Appropriation Modifications – Fiscal Year 2010
The fiscal officer requested the board approve the following appropriation modifications for FY2010:

Ralph Blanton made a motion to pass Resolution 10-1228C to approve the modification to the appropriation accounts as requested by the fiscal officer. Dick Dare seconded the motion.

Approval to Pay Bills
The fiscal officer presented checks #10067 - #10130, 90038-90042 which totaled $124,591.61.
The board examined the bills that were ready for payment and Ralph Blanton made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $17,712.95.
This amount included receipts #6936– #6954.

Kirk Ramsey took a moment to thank all township employees and residents who have worked to have a successful year in the township this year.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:25 P.M. Ralph Blanton seconded the motion.
