Minutes February 8, 2011 Meeting

The Salem Township Board of Trustees met February 8, 2011 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Dare and Ralph Blanton present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present were: Mike Kassalen, Fred LaFollette, Bill Harrison, Bob Glancy, Mrs. David Opperman, Ron Stratton, Woodie Davis, Don Lynch and Sheriff Larry Sims

The minutes were approved as read and were posted in the building.

The first item of business was the annual activity report from the Sheriff’s Office. Sheriff Sims handed out copies to those present. He reported that the total calls for 2010 were down a little from 2009. However, sex offenders were up by 100. Most major crimes in Warren County are theft related. He also talked about the number of foreclosures in the county, the double bunking project at the jail and how it will save the department money. Other items discussed were the 3 service dogs and the license plate readers that will be mounted on patrol vehicles. They can read up to 3200 license plate numbers per minute. He also reported that the department is now a part of the Secure Community Initiative.

Zoning
The zoning inspector turned in one permit for a swimming pool.

Roads/Fire Department
Fred LaFollette stated the crew didn’t get out as quickly as they wanted Monday night. The small snowfall caught them by surprise.

Kirk reported that he had talked to Neil Tunison at the county engineer’s office and he said they will hold the price at the current $60/ton for any new salt they supply the township.

The county has asked about what roads the township wants to work on this summer. The guard rail on Bennett Road was mentioned. With the large amount of snow and thawing, Fred stated they would have to ride the roads to see which ones are in the most need of repair. Trovillo Road was discussed with the possibility of making it one way. Before anything is done, the residents will be contacted and possibly have a meeting with them. The board will discuss this matter with the engineer’s office.

Kirk also brought up the matter of Riverside Drive. He thinks something should be done to make the recent repair work last longer. It was mentioned that it is graded and gravel added several times a year.

Dick Dare asked about the status of the parking lot. Fred told him they have had it measured and are working on the paving job.
Kirk reported he had received a call about putting in street lights at Briarwood. He was told the home owners would be willing to pay the monthly charge for the lights. Ralph Blanton will check with Duke Energy to see what it would cost to set up the poles.

 

 

 

 

 

 

 

Fiscal Business
The Fiscal Officer submitted the permanent appropriation for 2011 for the board’s approval. After reviewing the figures, Dick Dare made a motion to adopt Resolution 11-0208 to approve the appropriations as presented by the Fiscal Officer in order to provide for the current expenses and expenditures of the Salem Township Board of Trustees and to set aside and appropriate the following sums for which expenditures are to be made for and during Fiscal Year 2011:

Approval to Pay Bills
The fiscal officer presented checks #10238 - #10285, 91012-91015 which totaled $51,021.24.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $5,439.00.
This amount included receipts #6984– #6986.

 

With no further business to come before the board, Ralph Blanton made a motion to adjourn the meeting at 7:45 P.M. Dick Dare seconded the motion.
