Minutes March 22, 2011 meeting

The Salem Township Board of Trustees met March 22, 2011 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Dare and Ralph Blanton present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present were: Mike Kassalen, Lee Short, Frank Schlake, Fred LaFollette, Bill Harrison, Bob Glancy, Don Lynch, John & Rhonda Kilburn, Gary & Rita Kilburn, Jim Kilburn, Paul Kilburn, David Opperman and Warren County Prosecutor David Fornshell.

The minutes were approved as read and were posted in the building.

Cemetery Update

New Business:

Mr. Don Lynch asked if any action was taken regarding a change in videotaping the meetings. Mr. Ramsey told him that the board had no plans for changing to a cable production. Mr. Lynch stated that both Deerfield and Symmes Townships put their meetings on cable TV. He thought it would benefit the township to do so.

David Fornshell, who recently replaced Rachel Hutzel as Warren County Prosecutor, was present to introduce himself to the township and meet the officials. The office represents all county agencies. He stated they want to make the office more effective and more efficient. He told the board to feel free to bring any issues to him. Mr. Fornshell told the board that the attorneys in the office representing civil matters are Gary Loxley, Keith Anderson, Bruce McGary and Roger Sorey. They will be available to serve the township. Mr. Ramsey told him that the office has done a wonderful job for the township.

Members of the Kilburn family were present to see if they could get the graves straightened out. Gary Kilburn asked about moving the headstone on an adjoining grave. Mr. Blanton told him that he is trying to locate the family who owns the lot where the stone needs to be moved.
He has also contacted the prosecutor’s office to find out the legal way to handle issuing new deeds due to the changes they want.

Mike Kassalen, Zoning Inspector, reported there were no permits issued for this time period.

Roads/Fire Department

Chief LaFollette asked the board if he could recall Patty Higginson and Jon Peters as summer employees in the cemetery. He would like them to start back on April 4, 2011. Ralph Blanton made a motion to approve hiring Ms.Higginson and Mr. Peters for summer help effective April 4, 2011. Mr. Dare seconded the motion.

Chief LaFollette announced that the fire department’s annual fish fry would be held on April 15, 2011 at the new fire house.

Kirk Ramsey brought up the matter of the sink hole on Washington Way. He said it was getting really bad again and asked Fred to send the crew up to see what they could do.



There was a brief discussion about the falling trees at several locations.
Mr. Ramsey brought up the matter of abandoned tires being thrown out along Trovillo Road. Chief LaFollette stated he had not seen any so far. Kirk has noticed some along River Road.

Ralph Blanton mentioned a property on Knollwood has garbage piling up and there is a truck parked on another property. Chief LaFollette also mentioned a van parked at Whitacre Drive at the corner of US 22-3.

Mr. Blanton reported he had a drawing of the cemetery map ready to send to Pontem. Once they receive it and determine if they can use it as is, they will send a cost estimate.

Fiscal Business
The Fiscal Officer requested approval to modify the appropriations as follows:
Increase 01-A-17 by $8,800 decrease 01-A-25 by $8,800
and to increase the total appropriation in the General Fund by $660,752,58.
Ralph Blanton made a motion to pass Resolution 11-0322 to approve the changes to the FY2011 appropriations as listed and increase the total appropriations by $660,752.58.
Dick Dare seconded the motion.

Approval to Pay Bills
The fiscal officer prepared checks #10381 - #10434, 91024-91028 which totaled $59,168.39.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $685,230.16.
This amount included receipts #7008– #7036.

With no further business to come before the board, Ralph Blanton made a motion to adjourn the meeting at 7:30 P.M. Dick Dare seconded the motion.
