Minutes April 12, 2011 Meeting

The Salem Township Board of Trustees met April 12, 2011 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Dare and Ralph Blanton present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Mike Kassalen, Lee Short, Frank Schlake, Fred LaFollette, Ron Stratton, Woodie Davis, Bill Harrison, Bob Glancy, Don Lynch, Deputy Johnson, John Kilburn, Gary & Rita Kilburn, and David Opperman.

The minutes were approved as read and were posted in the building.

Cemetery Update
No changes to cemetery records for this period.

New Business:
Ralph Blanton reported a new street light on Waynesville Rd. and S.R. 123 would cost the township $1689.90 and $9.00/month. A decision to install the light was tabled.

There was some discussion of a clogged water culvert on Pine Crest Drive. It is being looked into.

John Kilburn asked who pays for the Salem Township Library. The trustees answered that the library was not paid for with township funds.

Zoning
Lee Short, Zoning Commissioner, reported that the 20-20 Plan for the township is no longer applicable. Salem Township is in line to make a new development plan with the County. Ralph Blanton has volunteered to represent the trustees. Lee is forming a committee that will work on the new plan and has invited anyone that is interested to serve. Don Lynch expressed an interest in serving on the committee. Members will probably get together once each month.

Roads/Fire Department

Bill Harrison, Asst. Fire Chief, reported the Medicaid/Medicare rates being paid to the township are being reduced as of March 1st. He suggested new charges to offset the changes to $550 for BLS (basic life support), $750 for ALS-1 (advanced life support), and $850 for ALS-2. Dick Dare made a motion to accept the rate change, Seconded by Kirk Ramsey.

Bill also reported that he has finished 40 hours of safety training in installing child car seats. Residents can contact Bill to show them how to do this properly. There is a lot to it in order to have it installed properly.

Chief Fred LaFollette recommended Jonathan Petri and Michael Goodpaster to be accepted as probationary volunteer fire fighters. Dick Dare made a motion to accept the recommendation, seconded by Ralph Blanton.

Fred also made a request to purchase a scissor lift for fire station maintenance. He found a used one for $4,900. A new one cost about $16,000. Dick Dare made a motion to purchase the used lift, seconded by Kirk Ramsey.

Chief LaFollette also reminded everyone about the fish fry this Friday April 15 from 5 PM to 8 PM at the fire house.

Fiscal Business

Approval to Pay Bills
The fiscal officer prepared checks #10435 - #10493, 91029-91036 which totaled $41,058.64.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $550,728.78.
This amount included receipts #7037– #7045.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:45 P.M. Kirk Ramsey seconded the motion.
