Minutes April 26, 2011 Meeting

The Salem Township Board of Trustees met April 26, 2011 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Dare and Ralph Blanton present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Mike Kassalen, Lee Short, Asst.Chief Bill Harrison, Frank Schlake, Ron Stratton, Woodie Davis, Bob Glancy, Don Lynch, Jim Kilburn, Carl Burns, Void Blanton, Mr. & Mrs. David Opperman and Boy Scout Scott and his mother Linda.

The minutes were approved as read and were posted in the building.

New Business:
Boy Scout Scott Kravetsky was present to get approval from the board to pursue his Eagle Scout badge by working on a project involving the Morrow Cemetery. He will work with the Morrow Post of the VFW to repair veterans’ headstones. Ralph Blanton will introduce him to township employees Greg Webb and Mike Gilbert in case he would need help with the stones.
The board thanked him for his working on this project to earn his Eagle Scout rank.

Donald Lynch stated he was upset after the last meeting when the $5,000 expense for the purchase of a scissor lift for the fire department was approved. He stated it was a misuse of funds and resources and that he thought they could have purchased a tall ladder instead. He also brought up the matter of the street lights under consideration, and questioned the height of the new building. Ralph Blanton explained the need for the 16 ft ceilings in the bay areas.

Assistant Chief Harrison addressed Mr. Lynch’s concerns and in detail explained all they did to keep expenses down and how frugal they are in the daily operation of the fire department.

He then told the board that all the rain is causing problems all over and asked the trustees to let notify him if they know of any trees that are down.

Ron Stratton addressed Mr. Lynch’s comments by stating that if the trustees weren’t doing a good job, the voters would vote them out. Carl Burns and Frank Schlake also made positive answering comments to Mr. Lynch about the work of the board.

Void Blanton mentioned the rain causing problems with the roads around his residence.

Bob Glancy reported that he had planted the tree that he donated in his wife’s memory to the firehouse. The board thanked him.

Zoning
Mike Kassalen, zoning inspector, turned in two permits for this time period. One was for a pool and one was for new home construction. He reported to the board that he had looked into the trash at the property on Knollwood Drive. The grass has been cut, so he thinks they will be cleaning up the trash too.

Dick Dare told the board he had received a call from the sister of Wilford Britton who recently passed away. She asked if she could put a bench on the grave in the place of a marker. Ralph Blanton said he would like to see what it would look like. The trustees agreed that they would like to see a photo before they approved this to be sure no extra mowing or trimming would be needed.

 

 

Bill Harrison told the board that the township computer has been hooked up and is ready to be put into use.
Ralph Blanton reported that Pontem is going to try to use the cemetery map that we sent.

 

Kirk Ramsey brought up a water issue on Bramblebush. Water is not draining to the catch basins, but instead going around. He will go up tomorrow to look at the problem with someone from the engineer’s office

It was mentioned that the county paving project was behind because of the weather.
Also, it was reported that the road sign at Anderson Road and Waynesville Road was down.

Fiscal Business

Appropriation Modification
The Fiscal Officer requested approval for the following modifications to the FY2011 Appropriations:
Increase 01-A-25 $655,000.00
Increase 01-D-01 $ 5,000.00
Increase 01-E-01 $ 852.58
Dick Dare made a motion to pass Resolution 11-0426 to approve the modifications to the FY2011 Appropriations as requested by the Fiscal Officer. Ralph Blanton seconded the motion.

Approval to Pay Bills
The fiscal officer prepared checks #10494 - #10540, 91037-91044 which totaled $41,839.53.
The board examined the bills that were ready for payment and Ralph Blanton made a motion to pay the bills as presented. Dick Dare seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $31,204.67.
This amount included receipts #7046– #7070.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:35 P.M. Kirk Ramsey seconded the motion.
