Minutes May 24, 2011 Meeting

The Salem Township Board of Trustees met May 24, 2011 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Dare and Ralph Blanton present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Matt Dwyer, Mike Kassalen, Chief Fred LaFollette, Asst.Chief Bill Harrison, Gene Sharpe, Frank Schlake, Ron Stratton, Woodie Davis, Don Lynch, Gary Kilburn, and Gene & Marty Bussell.

The minutes were approved as read and were posted in the building.

Cemetery Update

New Business:
Matt Dwyer from REMAX, who is the real estate agent representing the township in the possible purchase of the property located at 155 Whitacre St, which adjoins the township property on Whitacre St. was present to update the board on this matter. Ralph Blanton made a motion to approve the purchase agreement for the said property in the amount of $32,000, subject to approval of the Warren County Prosecutor’s office. Dick Dare seconded the motion.

It was stated that the value of the property is $52,000.00. It has a water tap and the sewer tap is paid up, but the building is in poor shape. The title will be researched to be sure it is clear of any liens.
Donald Lynch asked the board how the purchase will be funded. The board told him the purchase will be made from the general fund. Mr. Lynch then stated he thought the property should be put to a revenue producing use or turned into a park.

Gene and Marty Bussell of Gilmour Road were present on behalf of “The Great Tractor Ride” which is a fundraiser for the Warren County Abuse Shelter. Mr. Bussell explained it was an antique tractor ride and will take place on June 18. For those entering their tractors, a lunch will be provided. This lunch stop will be at Kilburn’s Lodge and they will need help in crossing the intersection at St Rt 123 and Waynesville Road. There will be three groups of tractors. Chief LaFollette said the fire department would be able to provide the volunteer help to stop traffic to let the tractors cross.

Ron Stratton had positive comments to make regarding the proposed property purchase.

Zoning – Mike Kassalen had one permit to turn in for a rebuilding job.

Fire Department/Roads

Chief LaFollette reported that because of the weather, the crew has not been able to work on the roads.
The cemetery is in good shape for the weekend.
He has word from the county engineer’s office that he can use the “broom” sweeper whenever they need it.

Dick Dare asked the zoning inspector if he has contacted the residents on Woodward Claypool where the trash is located. It has been noted.

Ralph Blanton brought up the issue of the cemetery software. He has a new quote for the cost of updating the software and adding a 2nd user. The price for this would be $2,133.00. After a brief discussion Mr. Blanton made a motion to proceed with updating the cemetery software and adding a second software package to the laptop computer for Greg Webb to use. The security cameras at the cemetery were discussed. Dick Dare suggested posting a sign in the cemetery stating “all cemetery activity is videotaped”.

Fiscal Business
The fiscal officer requested the following transfer be made:
$67,650.00 from the Fire Levy Fund to the Debt Service Fund
$46,876.50 from the Fire Fund to the Debt Service Fund
These amounts are to allow for payment of the interest and principal on the Fire Station note and the note for the fire truck.
Dick Dare made a motion to pass Resolution 11-0524 to approve the transfer of monies from the Fire Levy Fund (14A) and the Fire Fund (10) to the Debt Service Fund for the purpose of making payments on the Fire Station Improvement note and the Fire Truck Acquisition note. The total amount to be transferred is $114,526.50
Ralph Blanton seconded the motion.

Approval to Pay Bills
The fiscal officer prepared checks #10593 - #10672, 91051-91060 which totaled $303,132.66.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $152,755.09.
This amount included receipts #7076– #7094.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:40 P.M. Kirk Ramsey seconded the motion.
