Minutes June 28, 2011 Meeting

The Salem Township Board of Trustees met June 28, 2011 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Dare and Ralph Blanton present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Mike Kassalen, Chief Fred LaFollette, John Leesemann, Lee Short, Frank Schlake, Ron Stratton, Don Lynch and Sue Ann Nelson.

The minutes were approved as read and were posted in the building.

Cemetery Update
There were no burials this time period.

New Business:
Donald Lynch reported he has been attending the Warren County Regional Planning meetings and stated it was like a rubber stamp “much like the township”. He then asked why a township employee is not cutting the grass at the fire house. He was told the crew cuts it all except for the grass around the pond as they do not have the proper equipment to cut the hilly areas. He then requested a copy of the zoning permit for 5357 US 22-3. He was told that property owner does not need a permit since there is no change to the size of the structure. Then he said there was a house on Washington Way that needed a permit. He demanded a reprimand of the zoning inspectors and their dismissal at the next meeting for dereliction of duty. He wants a copy of the video of this meeting. He again demanded a reprimand for Trustee Dick Dare and a public apology.

Zoning – Mike Kassalen did not have any zoning permits for this time period. It was brought up that there is trash around the property at 5375 US 22-3 and 5692 Lake Road property needs to be posted for mowing.
Lee Short attended the Region Planning Commission meeting and told the board that the development off 123 was given a 6 month extension to get a new plot plan.
Mr. Ramsey told Lee that they have been doing an excellent job working with the RPC.

Fire Department/Roads

Chief LaFollette reported that he had some quotes for the cost of a tailgate spreader for the truck that was received from the county. He said the truck is in use now.

Chief LaFollette also told the board that they had received the certificate of occupancy for the new fire house since the paving was completed.
It was reported that the crew has been working on culverts and the county had come by with the “sweeper” and the roads that needed to be cleaned up were done along with some cul-de-sacs.
They are ready to get out for a second mowing now.
Mr. Blanton told him about a problem with a street light. Chief LaFollette will call on the problem but stated it could take a while for them to get out to check on it.

Ron Stratton brought up the matter of the property behind his having a large wet spot that is attracting mosquitoes. He asked if it was a problem for the township or the health department.

Chief LaFollette reported that he had signed himself and crew up to attend a meeting on traffic sign retro reflectivity inspection. There will be new requirements for all road signs by January 2012.

Mr. Dare stated he had received a call about a zoning variance. Mike Kassalen told him he had talked to the person about the variance request.

Fiscal Business
The Fiscal Officer presented a draft of a letter from the prosecutor’s office addressing the notice of an annual dam fee for the township. Mr. Loxley researched the matter and can find no ownership of this dam connected to the township. Mr. Blanton made a motion to approve the letter and have Mr. Loxley send it to the ODNR. Kirk Ramsey seconded the motion.

The Fiscal Officer brought up the renewal of Frank Gates/Avizent as the township’s workers’ compensation group administrator. There has not been a lower quote received, therefore Dick Dare made a motion to stay with The Frank Gates company. Ralph Blanton seconded the motion.

Approval to Pay Bills
The fiscal officer prepared checks #10728 - #10783, 91063-91070 which totaled $45,127.01.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $38,905.54.
This amount included receipts #7102– #7119.

The LaRue Street property was brought up and it was stated that it would be mowed one more time.

With no further business to come before the board, Ralph Blanton made a motion to adjourn the meeting at 7:30 P.M. Dick Dare seconded the motion.
