Minutes August 23, 2011 Meeting

The Salem Township Board of Trustees met August 23, 2011 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Ralph Blanton and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Lori and Scott Kravetsky, Mike Kassalen, Chief Fred LaFollette, Frank Schlake, Void Blanton, Lee Short, Assistant Chief Bill Harrison, John Leesemann, Bob Vail, Mike Valerius, Ron Stratton, Woodie Davis, Dave Hartman, Bob Glancy and Mr. & Mrs. Ron Brinkman.

The minutes were approved as read and were posted in the building.

Cemetery Update

New Business:
Mike Valerius asked about the complaints made by Donald Lynch at the last meeting. Mr. Ramsey explained to him that they were all zoning related matters. Then Mike Kassalen explained how zoning complaints were handled by the township.

Scott Kravetsky, who had been working on his Eagle Scout rank, presented the board with photos of the project at the cemetery and the veterans’ graves. He reported that the project was complete and he had earned his Eagle Scout badge.

Mr. & Mrs. Ron Brinkman who purchased the property where the old Quaker church was located were present and asked about the RPC zoning meeting. They were told it was being held tomorrow night. It was mentioned how they had cleaned up the property after they purchased it.
Frank Schlake added that he thought the zoning meeting was good to help plan for the future.

Mike Kassalen, the zoning inspector, turned in one permit for a pole barn. He reported that he had checked the property that Mr. Lynch had complained about at the last meeting and everything checked out OK. He said it was all remodeling on the inside.
The board asked him about the property of which Mr. Lynch had spoken. Mr. Kassalen stated he had been to the property and had not found anything against code there. He will check it again.

Fire Dept/Roads
Chief LaFollette reported there were some very large trees that needed to come down near Morgan’s Canoe area. He had a quote for $2000 per tree plus an additional $200 to take the stumps out. Ralph Blanton made a motion to proceed with this action. Dick Dare seconded the motion.                          Vote:     Mr. Blanton, yea      Mr. Dare, yea       Mr. Ramsey, yea

Chief LaFollette reported they had been working on the fire department budget and presented their figures for the next four years. He mentioned that the one squad is getting old and the assistant chief’s car which is a ’99 model will have to be replaced sometime soon.

They hope to sweep gravel in a week or two.

Assistant Chief Harrison explained about the equipment that was on display in the conference room tonight. He said most of it had been purchased with grant money.

Mr. Blanton mentioned getting in touch with Rob Haines to do some mowing. Mr. Ramsey mentioned a house on Woodward Claypool where mowing needed to be done.

 Mr. Dare brought up the matter of the limited time for speaking at meetings. He made a motion to revert to the former allotted time of 3 minutes for non-residents who ask to be put on the agenda with residents not having to be on the agenda with a 5 minute speaking time unless the matter warrants more time. Ralph Blanton seconded the motion.

Fiscal Business
Debbie Harper, Fiscal Officer, requested the board’s approval of the annual street lighting resolution. Mr. Dare made a motion to pass Resolution 11-0823 to approve the assessment for artificial street lighting in the lighting districts of the Township. The assessments will be on the 2011 tax duplicate and collected in the year 2012.
Mr. Blanton seconded the motion.

Kirk Ramsey mentioned that a street light has been put in at Waynesville Road.

Approval to Pay Bills
The fiscal officer prepared checks #10956- #11011, 91090-91101 which totaled $96,876.76.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $30,353.42.
This amount included receipts #7155– #7179.

Chief LaFollette mentioned that the area tree trimmers are leaving lower limbs hanging over the roads in some areas.
He also told the board that he and the two maintenance crew were going to the ODOT seminar tomorrow for the reflective signs. Kirk stated he thought the state plans to do a program on this. He also said the county may be able to help make the signs to help defray the costs to the townships.

With no further business to come before the board, Ralph Blanton made a motion to adjourn the meeting at 7:35 P.M. Dick Dare seconded the motion.
