Minutes October 25, 2011 Meeting

The Salem Township Board of Trustees met October 25, 2011 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with member Dick Dare present. Mr. Blanton was out of town. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Frank Schlake, Donald Lynch, Chief Fred LaFollette, Ron Stratton, Vicky VonHolle, Mike Kassalen, Void Blanton, Bill Nicholson, Jim Kilburn and Ron Maag.

The minutes were approved as read and posted in the building.

Cemetery
10/17/2011 Adam Tucker Sec 5 Lot 117 #2 NW Corner

Mr. Ramsey introduced Ron Maag, State Representative and welcomed him to the meeting. Representative Maag stated they were on recess now and he was visiting the area townships and local governments to see how things are going with them.

New Business:
Donald Lynch again brought up the parking problem and his request for a parking policy. Mr. Ramsey told him the parking regarding trailers will stand as it is. Mr. Lynch then asked what the person who mows around the pond does with his trailer. He was told that that vehicle is authorized to park in the back. Other vehicles are not allowed in the back.
Mr. Lynch then state he had seen signs for Vicky VonHolle for Fiscal Officer and asked what she would be doing in that position. He was under the impression that was a new position.
He then asked about Matt Nolan’s connection to the township and if he represented the township in any matters. He was told that Mr. Nolan was attending the meetings as a resident of the township.
He again brought up the matter of the Gooch property and a variance for the Prince property. He was given a copy of the video of the 9/27/11 meeting.

Jim Kilburn told the board everything was taken care of regarding the cemetery and the headstone had been moved.

Frank Schlake and Bill Nicholson brought up a problem they are having with a neighbor who continues to play extremely loud music at night, usually starting on Thursday and going through the morning on Sunday. Mr. Dare told them there is nothing the township can do to help them with this matter as there is no noise ordinance in the township. They were advised to call the sheriff if the noise is still going after 10:30 P.M. Mr. Ramsey stated he would check with the sheriff to see if there is anything they can do to help with this problem.

Zoning
Mike Kassalen, the zoning inspector, had no permits for this time period. He again told about the procedure for zoning complaints.

 Roads/Cemetery
Chief LaFollette reported that the last work day for the summer workers would be this Thursday, October 27th. He was asked if they would be returning to work in the spring and he replied they would unless they got a full time job during the off time.
Betty Owens had voiced a complaint about the grass on LaRue. Mr. Ramsey asked Mike Kassalen to post it for mowing.

Ron Stratton remarked that he will speak for himself regarding problems in the area. This was in response to Mr. Lynch.

Debbie Harper brought up the change in the November 8 meeting date. Mr. Ramsey reminded those present that the November 8 meeting would be changed to 6:00 PM, Monday, November 7th due to Tuesday being Election Day.

Mr. Ramsey also reported that the Board of Elections needs help to man the polls on Election Day. If anyone is able to help, they are to call the Board of Elections.

Approval to Pay Bills
The fiscal officer prepared checks #11174- #11228, 91130-91137 which totaled $55,356.16.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Mr. Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $114,814.02.
This amount included receipts #7216– #7237.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:30 P.M. Kirk Ramsey seconded the motion.
