Minutes August 28, 2012 Meeting

The Salem Township Board of Trustees met August 28, 2012 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Heath Kilburn and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance and asked that a moment of silence be observed to honor Rachel Hutzel, former Warren County Prosecutor, who passed away on Saturday, August 25th.

Others present: Chief Fred LaFollette, Donald Lynch, Ron Stratton, Lee Short, Frank Schlake, Asst. Chief Bill Harrison, Wayne Siebert, Woodie Davis and Matt Nolan.

The minutes were read and approved and posted in the building.

Items from the floor:

Donald Lynch brought up the old matter of the removal of the bus from his property in 2009. He stated because of the $2700 assessment for the removal of the bus, his property is being foreclosed for non-payment of taxes. He has complaints about the way Mr. Caldwell went about removing the bus. Mr. Ramsey told him this matter was from 2009 and had been discussed over and over and is done.

Lee Short reported the zoning board will hold a public hearing on September 13 regarding the zoning changes.

Chief LaFollette presented the renewal of the Fire Protection Mutual Aid Agreement to the board for approval. Heath Kilburn made a motion to pass Resolution 12-0828 to approve the renewal of the Fire Protection Mutual Aid Agreement in order to provide Fire Protection mutual aid among various parties in times of emergency. Dick Dare seconded the motion.

LaFollette also told the board he had a price from Underground LLC on the Achterman Road project. The cost would be $2000 plus $350 for the culverts. Dick Dare made a motion to approve this expense, seconded by Kirk Ramsey.

Mr. Ramsey mentioned that Trovillo Road looked great after work being done on it. It was also mentioned that Briarwood and Shawhan are done and Waynesville Road is ready to be striped.

Ron Stratton gave a brief statement complimenting the work done at the cemetery by the township workers.

FISCAL MATTERS
Approval to Pay Bills
The fiscal officer had prepared checks #12360- #12419, 91284-91293 which totaled $60,409.52.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

 For this reporting period the fiscal officer deposited receipts in the amount of $32,795.93.
This amount included receipts #7521– #7547.

The Fiscal Officer brought before the board the annual street lighting assessments. Heath Kilburn made a motion to pass Resolution 12-0828A to approve the assessment for Artificial Street Lighting in the Lighting Districts of the Township for a period of one (1) year. Dick Dare seconded the motion.

Mr. Ramsey asked Wayne Siebert how the farmers’ market was coming along. Mr. Siebert said there wasn’t anything to report at this time.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:25 P.M. Mr. Dare seconded the motion.
