Minutes September 25, 2012 Meeting

The Salem Township Board of Trustees met September 25, 2012 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Heath Kilburn and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Chief Fred LaFollette, Donald Lynch, Woodie Davis, Ron Stratton, Lee Short, Frank Schlake, Dave Opperman, Michelle Toller, Gary Kilburn, Mike Kassalen, John Leesemann and Ralph Blanton.

The minutes were read and approved and posted in the building.

Items from the floor:

Donald Lynch stated the last zoning meeting was not properly posted since the Western Star is not delivered in Morrow. He stated he didn’t know why the zoning has to be changed; that the township does not have to follow the county zoning. He asked that no changes be made. He also stated that input should be allowed equally for everyone in the township. To close he asked for the immediate dismissal of the zoning board.
Dick Dare stated he did not feel there were any reasons to dismiss the board.

Ron Stratton wanted to clarify for Mr. Lynch that the Western Star did come to his home.

Michelle Toller, secretary of the zoning board, brought the proposed zoning changes to the board of trustees for approval. They will look them over and move on them at the next meeting.

Lee Short reminded everyone that there was a regional planning meeting tomorrow night.

Chief LaFollette reported they have been looking at pole barns to replace the old building at the cemetery. It would provide a place to store the equipment used in the cemetery. He has received several bids with the lowest coming from Foreman Construction Company at $20,952. Kirk Ramsey made a motion to accept the proposal from Foreman Construction Company for $20,952 to put up a 30 X 50 building in the cemetery. Dick Dare seconded the motion.

Mr. Ramsey asked about the crew doing some weed eating around the culverts and sign posts. Chief LaFollette reported they would also be putting up some more of the reflective signs.

Mike Kassalen, zoning inspector, reported there were no permits issued this period.

Dick Dare said he had received some complaints about speeding on Anderson Road.

FISCAL MATTERS

The Fiscal Officer reported she had received the tax rates from the budget commission and requested the board to pass the annual rates resolution approving them for the auditor’s office.
Kirk Ramsey made a motion to pass Resolution 12-0925 to accept the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor. Dick Dare seconded the motion.

 Ms. Harper then requested the board to approve the following appropriation modification:
Increase 10A9 $9,000 Decrease 10A8 $9,000
Kirk Ramsey made a motion to approve the appropriation modification as requested by the Fiscal Officer. Dick Dare seconded the motion.

At the time of the Anthem renewal for Health and life insurance, it was discussed how to save on insurances. A new quote for life insurance has been received from Ohio Insurance Services Agency. The trustees looked it over and it was decided it would save the township over $1,000 a year to switch to Hartford Life. Heath Kilburn made a motion to change the life insurance coverage for full time employees to Hartford Life. It will still be administered through Ohio Insurance Services Agency. Dick Dare seconded the motion. Vote: Kilburn, yea      Dare, yea      Ramsey, yea

Approval to Pay Bills
The fiscal officer prepared checks #12456- #12522, 91296-91309 which totaled $120,045.11.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $478,200.73.
This amount included receipts #7552– #7587.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:20 P.M. Mr. Dare seconded the motion.
