Minutes November 13, 2012 Meeting

The Salem Township Board of Trustees met November 13, 2012 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:05 P.M. with members Heath Kilburn and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Chief Fred LaFollette, Donald Lynch, Frank Schlake, Dave Opperman and friend, Bob Glancy, Mike Kassalen, John Leesemann, Ralph Blanton, and Ron Stratton

The minutes were read and approved and posted in the building.

Cemetery

The meeting was opened with the public hearing on the proposed zoning changes. Mike Kassalen, zoning inspector, said the original changes had been updated and he thought it was improved from the original. The floor was opened to discussion.
Donald Lynch stated he thinks it is an error to try to copy what the county zoning is. He doesn’t think the size of the sign should be so restricted. He then brought up the large trash pile behind the Lake Motel and the fact that he was told it doesn’t go against the code. He further stated he would like the code to go back to how it was previously before the changes made since Lee Short was on the board. He requested a copy of the permit for the signs on the Yockey’s property. He also questioned the hearing that was cancelled in September because of improper posting. Dick Dare told him the hearing was not cancelled because of the posting, but because the trustees did not want to approve the changes as presented.
Mr. Dare also requested that Mr. Lynch refrain from seeking to speak to Michelle Toller at her place of employment. It is jeopardizing her job. Kirk Ramsey added that if anyone had a problem, to please call a trustee and make arrangements for discussing the problem.
As there was no further discussion, Kirk Ramsey made a motion to pass Resolution 12-1113 to approve the proposed changes to the zoning code of Salem Township. Dick Dare seconded the motion. Vote: Mr. Ramsey, yea Mr. Dare, yea Mr. Kilburn, yea

Mr. Ramsey then moved to have a grace period of 90 days for anyone to correct their signs that are against the code. Heath Kilburn seconded the motion.

Items from the floor:

Donald Lynch asked for the dismissal of Mike Kassalen and Michelle Toller for going against the Sunshine Law.

Ron Stratton requested a copy of the October 23 minutes and a CD of the meeting.

Fire Department/Roads
Chief LaFollette reported he had received a resignation from Sean Heizer due to his moving to Columbus, OH. Heath Kilburn made a motion to accept Mr. Heizer’s resignation. Mr. Dare seconded the motion.

The Fire Department’s annual visit with Santa is set for December 16 at 1:00. Candy will be passed out and Santa will be present.

Chief LaFollette also reported that the sewers in the cemetery should be put in tomorrow.

Dick Dare stated that he thought the crew has been doing a good job on getting the brush along the roads cleaned up.

 Mr. Lynch pointed out what he considered mistakes in the minutes.

Heath Kilburn stated he thought the new building at the cemetery was looking good.

FISCAL MATTERS
The Fiscal Officer requested the Board to approve the following transfer of funds:

$165,196.00 from the Fire Fund to the Debt Service Fund, of which $5,546 will pay the semi-annual interest on the Fire Truck Acquisition note and $159,650 will pay the semi-annual interest and principal on the Fire Station Improvement Bond.
Mr. Dare made a motion to approve the transfer. Mr. Ramsey seconded the motion.

Mr. Kilburn at this time wanted to state for the record that Lee Short was not terminated, but resigned from the zoning board by choice. The trustees have always supported him in his work with the board.

The fiscal officer prepared checks #12664- #12725, 91335 which totaled $51,072.72.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $171,749.59.
This amount included receipts #7621– #7629.

Ron Stratton brought up the fact that you can make statements about the elected officials as they are doing a job, but you must be careful not to say anything personal about township residents in a public meeting.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:30 P.M. Kirk Ramsey seconded the motion.
