Minutes January 22, 2013 Meeting

The Salem Township Board of Trustees met January 22, 2013 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Heath Kilburn and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Chief Fred LaFollette, Mike Kassalen, David Opperman and friend, Ron Stratton, Don Lynch, Woodie Davis, Assistant Chief Bill Harrison, Paul Kilburn, Jim Kilburn, Ralph Blanton and Bob Glancy.

The minutes were read and approved and posted on the bulletin board.

Cemetery
1/24/13   Ramona Kelly     Sec 4 Lot 242 #2 SW Corner

It was mentioned there was a problem with the water supply from the Village. It is being taken care of and should be fixed soon.

Chief Lafollette brought up the matter of spraying in the cemetery this spring. If you prepay there is a 5% discount. The prepaid invoice will be $1,498.38. Kirk Ramsey made a motion to approve the spraying for weeds by Poff Landscape this spring. Dick Dare seconded the motion. Vote: Mr. Ramsey, yea Mr. Dare, yea Mr. Kilburn, yea

Mr. Dare mentioned that there was going to be a blood drive to benefit Joe Mirlisena, a former volunteer for the fire department. It is to be held Jan 31, 2013 from 2-8 Pm at the Salem Primary parking lot. Appointments need to be scheduled for this or if going directly through the Hoxworth Blood Center, you would need to mention that it is for Joe.

In zoning matters Mike Kassalen, zoning inspector, turned in one permit for a pole building. He reminded everyone of the public hearing on the 20 year comprehensive plan to be held at the February 12th meeting.

Kirk Ramsey then made a motion that the trustees have approved this plan and will present it to the public on February 12, 2013. Heath Kilburn seconded the motion.

Items from the floor:

Donald Lynch asked if any zoning permits could be handled outside of the public meeting. Mr. Kassalen told him that all permits are brought to the meeting to be turned in to the Fiscal Officer.
Mr. Lynch then continued by asking for an answer in writing within 10 days from the Trustees regarding what they plan to do about the Lake Motel. He is concerned about what is being done with debris around the motel. His full complaint is on file. Mr. Ramsey stopped him during the reading of this complaint and told him the EPA and Soil & Water Department have been contacted by the Trustees and they have been to the property. Salem Township has no control over this matter. Mr. Ramsey told him he needed to go to the EPA with his complaint, and again told him the township had no control. In answer to his request as to what they plan to do, Mr. Ramsey reiterated that the Trustees have contacted the EPA and Soil & Water and it is under their jurisdiction.

Bob Glancy stated that Mr. Lynch did not represent him as a property owner near the Lake Motel property.

Heath Kilburn mentioned that someone had picked up trash along Lake Road and it was looking much better. He asked Mr. Glancy if he knew who had been responsible for this. Mr. Glancy stated he thought the members from the old Baptist church had been out.

Bill Harrison said he thought Richard Bierley had something to do with it also. Mr. Kilburn thought it would be nice to send a thank you to whoever had done the clean up if we could find out who it was.

The matter of getting cemetery records entered in the program was brought up. Because the computer is in the home of the fiscal officer, it was decided that it would be the best if the township would contract with Andy Harper to do this computer entry. He has agreed to work on this project. Dick Dare made a motion to pay Mr. Harper $10.00 per hour for cemetery records entry until all records are entered for the mapping program. Kirk Ramsey seconded the motion.

FISCAL MATTERS

The fiscal officer prepared checks #12935- #12985, 91369-91382 which totaled $55,371.48.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $10,732.26.
This amount included receipts #7690– #7705.

It was mentioned that the OTA winter conference will take place next week. The Fiscal Officer, Debbie Harper, will attend the public records training and act as designee for Dick Dare.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:30 P.M. Kirk Ramsey seconded the motion.
