Minutes February 26, 2013 Meetiing

The Salem Township Board of Trustees met February 26, 2013 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with member Heath Kilburn present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Chief Fred LaFollette, Mike Kassalen, Ron Stratton, Don Lynch, Assistant Chief Bill Harrison, Jim Kilburn, Woodie Davis and Bob Ware.

The minutes were read and approved and posted on the bulletin board.

Mr. Ramsey opened the Public Hearing for the purpose of approving the Salem Township Comprehensive Plan – A Vision for 2030 which was accepted at the last meeting. Bob Ware of the Warren County Regional Planning was present and he stated that it had been a good experience working with Salem Township on this plan for almost two years. As there were no objections to the plan, Kirk Ramsey made a motion to pass Resolution 13-0226 to approve the Comprehensive Plan 2030 for Salem Township to use as a guideline for township development in the future. Mr. Kilburn seconded the motion.

Fire Department/Roads/Cemetery
Mr. Ramsey asked Jim Kilburn about his physical. Mr. Kilburn stated he was waiting for the results. Once the results are in, he can start riding with the crew to get a feel for the process of plowing snow and spreading salt.

Fred LaFollette brought up the fact that there are so many Saturday and late afternoon burials that are requiring overtime for the men. The current rates for open and close fees are not covering this overtime. It was suggested that the open and close rates should be changed to $200 for a Saturday or holiday burial and also add an additional $100 for any burial that takes place after 2 P.M. either on a weekday or a weekend. The tent fee also would be increased to $50 per use. After a brief discussion, Heath Kilburn made a motion to increase the cemetery fees as listed above effective April 1, 2013. Kirk Ramsey seconded the motion.

Chief LaFollette has been in touch with the engineer’s office regarding this year’s road projects.

Donald Lynch questioned all parts of the process of the acceptance and posting of the Comprehensive Plan 2030. He also requested the resolution number for the approval of the new zoning code.

Mike Kassalen, zoning inspector, explained to Mr. Lynch that the zoning code was approved in November and had nothing to do with the 2030 Plan.
Mr. Kassalen turned in 1 permit for a pool/ garage.

Heath Kilburn said he thought it would be nice to have a letter of commendation for the crew mentioning how well they have handled getting the roads cleared during the recent snows.

Kirk Ramsey brought up the annual District Health Advisory Council meeting to be held March 5, 2013. He will represent the township at this meeting.

FISCAL MATTERS

The fiscal officer prepared checks #13052- #13109, 91388-91400 which totaled $58,325.41
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $22,612.49.
This amount included receipts #7716– #7738.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:25 P.M. Kirk Ramsey seconded the motion.
