Minutes March 12, 2013 Meeting

The Salem Township Board of Trustees met March 12, 2013 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Heath Kilburn and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Chief Fred LaFollette, Mike Kassalen, Ron Stratton, Don Lynch, Assistant Chief Bill Harrison, Jim Kilburn, Bob Glancy, Harlan Twp. Fire Chief Andy Mitten and Kirk Ramsey Jr.

The minutes were read and approved and posted on the bulletin board.

Mr. Ramsey welcomed the Fire Chief from Harlan Township, Andy Mitten.

Fire Department/Roads/Cemetery

Jim Kilburn worked his first snow this past Tuesday. He said everything went well and they gave him a specific route to follow.

Chief LaFollette brought up the problem when they need to close a road. They have to sit there all night to keep traffic off the road. They need some heavy barricades that will stop traffic. He will get prices. Heath Kilburn made a motion to approve the purchase of the barricades and road closed signs. Dick Dare seconded the motion.

The heavy snowfall on Tuesday was mentioned.

Bob Glancy suggested that before the Pledge of Allegiance is said, all hats should come off.

Kirk Ramsey mentioned the TV program that featured Andy Mitten and his family that was shown this past winter. Chief Mitten reported that The Harlan Township fish fry will be held on March 27th which is the week after Salem Morrow Fire Department’s Fish Fry which is on March 22nd.

Donald Lynch stated the zoning was not passed in Dec. In the minutes it was stated that it was approved in November. He said it was actually tabled. The Fiscal Officer will check the minutes. Let it be noted that the zoning changes were approved and passed as Resolution 1113-12 on November 13, 2012.

Mike Kassalen, zoning inspector, turned in one permit for a room addition.

Heath Kilburn asked about the house on Salem where there is high grass and trash. The property on 123 has been cleaned up.
It was mentioned that the ditch along Anderson Road hill needs work.
The fence at the cemetery needs to be painted.

Kirk Ramsey brought up the salary amount for Jim Kilburn which had not been previously discussed. He made a motion to start Mr. Kilburn at the rate of $15.00 per hour with no benefits. Dick Dare seconded the motion.

Assistant Chief Harrison brought up Obama Care. He stated Gary Loxley in the prosecutor’s office is working on this matter to see what it will mean for the township. Part-time and seasonal workers could be affected.

Ron Stratton stated that the zoning notice was in the paper in November.

Heath Kilburn asked if there was a certain spot in the cemetery for indigent burials. He said they need to go look at the graves available and choose the most efficient place to designate for this use.

Donald Lynch asked about improving the use of the small bulletin board and the message on it.

FISCAL MATTERS

The fiscal officer prepared checks #13110- #13155, 91401-91406 which totaled $46,979.26.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $9,483.09.
This amount included receipts #7739– #7753.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:30 P.M. Dick Dare seconded the motion.
