Minutes April 9, 2013 Meeting

The Salem Township Board of Trustees met April 9, 2013 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Heath Kilburn and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Chief Fred LaFollette, Mike Kassalen, Ron Stratton, Don Lynch, Assistant Chief Bill Harrison, Lori Hensley, Ralph Blanton, David Opperman & friend, Woodie Davis, Frank Schlake and David Fornshell.

The minutes were read and approved and posted on the bulletin board.

David Fornshell, Warren County Prosecutor, spoke in detail about the 2013 Annual Report from the prosecutor’s office. These were the events and major cases from 2012. He thanked the area residents for the opportunity to serve them. He mentioned the fact that compared to other areas, Warren County is a relatively safe place to live. There was an increase in felonies in 2012, but estimated that 70% of those felonies were heroin related. There were no homicides in 2012 and the meth lab numbers was down. He spoke on the fact that the office has been under budget for the last two years.
One of the larger cases in Warren County was the marijuana organization with the seller being a student at Mason High School.
Gary Loxley was recently named a judge in the Warren County courts so will no longer be serving the townships from the prosecutor’s office.
Mr. Ramsey thanked him on behalf of all the residents of the township.
Before leaving Mr. Fornshell asked if there were any questions. Heath Kilburn asked about tougher laws for heroin use. Mr. Lynch asked if there was anyone in his office to take an issue with the township boards.

Donald Lynch spoke next and had an issue about where the minutes were posted in the building. He also had a few questions concerning zoning matters and was directed to take one of his questions to the zoning inspector after the meeting.

Mike Kassalen, zoning inspector, turned in one permit for a deck. He also had an updated quote of $275.00 for the new zoning code booklets.

Heath Kilburn brought up the fact that the Warren County Commissioners are trying to secure a Transportation Alternative Program grant to develop approximately 9.7 miles of trails along Todd’s Fork that would connect the communities of Rochester, Clarkesville and the Village of Morrow. The grant would be used to do deed searches on the properties along the railroad track going through Morrow and along the current Little Miami Bike Trail. The Trustees had prepared a letter to the OKI Regional Council of Governments in support of approval of this grant. Kirk Ramsey made a motion to approve the signing of this letter of support for the grant. Dick Dare seconded the motion.

Fire Department/Roads/Cemetery

There was no business from the Fire Department as they were all out on a call.

 Heath Kilburn reported that Fred LaFollette had told him that they were ready for the cemetery crew to return to work. Kirk Ramsey made a motion to approve re-hiring Patty Higginson and Jon Peters for summer work effective April 12, 2013. Heath Kilburn seconded the motion.

FISCAL MATTERS

Debbie Harper had a letter from the Morrow VFW concerning the annual contribution towards Memorial Day expenses. Dick Dare made a motion to approve $150.00 towards Memorial Day Expenses. Kirk Ramsey seconded the motion.

The Fiscal Officer told the board she had received the renewal rates for health insurance with Anthem. They had quoted a 22% increase. No action was taken on this matter at this time.

The fiscal officer prepared checks #13206- #13266, 91418-91425 which totaled $53,749.45.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $4,098.47.
This amount included receipts #7779– #7789.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:55 P.M. Dick Dare seconded the motion.
