Minutes May 14, 2013 Meeting

The Salem Township Board of Trustees met May 14, 2013 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Heath Kilburn and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Mike Kassalen, Ron Stratton, Don Lynch, Lori Hensley, Kirk Ramsey Jr., Assistant Chief Bill Harrison, and Frank Schlake

The minutes were read and approved and posted on the bulletin board.

Cemetery
No updates to the cemetery records for this time period.

Donald Lynch asked to have all township records available for his review. He wants to see specific records, but could not give any specific information.

Fire Department/Roads/Cemetery

Heath Kilburn stated he thought the township should look into the mini-excavator like the one purchased by Harlan Township. Dick Dare asked that Fred LaFollette look into pricing for it. It would be used in the cemetery.

There were no zoning permits issued.

The Fiscal Officer stated that because the employee portion for OPFPF was being increased effective July 1, 2013, a new resolution was required to allow for the 1.5% pick up to remain that amount. Kirk Ramsey made a motion to pass Resolution 13-0514 stating
Whereas, the Salem Township Board of Trustees wishes to reaffirm its prior resolution in order to continue the pick-up under the new procedures adopted by the Ohio Police and Fire Pension Fund, and,
Therefore, be it resolved that effective with the pay period beginning July 2, 2013, the Board of Trustees of Salem Township has determined to continue to pick-up 1.5% of the 10.75% mandatory contributions by the employees who are members of the Ohio Police and Fire Pension Fund, and further,
Be it resolved, that for the mandatory employee contributions of 11.5% beginning with the pay period beginning July 2, 2014, and with the 12.25% mandatory deductions beginning with the pay period beginning July 2, 2015 and thereafter, the employer will continue to pick-up 1.5% of those mandatory employee deductions and treat said pick-up as a mandatory salary reduction from the salary otherwise payable to said employees.
Dick Dare seconded the motion.

A price was received from the county as part of their 2013 Resurfacing Project for Gilmour Road. It was decided the price of $56,000.00 was too high and this job would not be done this year.

Two bids were received for installing catch basins on Ward Road and Waynesville Road. The bids were $4,000 from Freeze Underground and $6,145 from R.J.Shutts. Heath Kilburn made a motion to accept the bid from Freeze Underground for $4,000. Dick Dare seconded the motion.

After a discussion with Donald Lynch regarding sign permits issued and signs being put up, Heath Kilburn made a motion to explore going back to county zoning. Kirk Ramsey seconded the motion.

Mr. Dare made a motion, seconded by Kirk Ramsey to charge $11.00 for the new zoning books.
Motion carried.

FISCAL MATTERS

The fiscal officer prepared checks #13344- #13394, 91437-91442 which totaled $57,687.65.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $6,316.23.
This amount included receipts #7820– #7822.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:25 P.M. Dick Dare seconded the motion.
