Minutes June 25, 2013 Meeting

The Salem Township Board of Trustees met June 25, 2013 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Heath Kilburn and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Don Lynch, Ralph Blanton, Chief Fred LaFollette, Ron Stratton, Frank Schlake, Kirk Ramsey Jr., Mike Kassalen, Matt Nolan and Lori Hensley.

The minutes were read and approved and posted on the bulletin board.

Cemetery

From the Floor:

Donald Lynch asked for access to the zoning records, especially any relating to the Gooch property. He also disputed the workings of the zoning department.

Matt Nolan added that the tax bills for the 2nd half had gone out.

Zoning
Mike Kassalen, zoning inspector, reported he had made several calls regarding tall grass and a fence down on Lake Road, Salem Road and St. Rt. 123.
Mr. Lynch asked about Mr. Toller pulling the tanks out of ground. He has not seen a permit. The trustees told him this is not township, but state controlled.

Ron Stratton then took the floor to dispute the accusation at last meeting that Mr. Lynch made against him. The Fiscal Officer told him this was not township business and their dispute would not go in the minutes.

Fire Department/Roads/Cemetery
Assistant Chief Harrison reported he has been working to get a King View to help with intubation. He has received word that he has been awarded a state EMS grant in the amount of $3760.

Chief Lafollette reported they have been busy at the cemetery and with work on Ward Road and Waynesville Road.
The electric is in the new building and insulation will go in tomorrow.
Heath Kilburn mentioned that he thought they should get a sprayer tank to spray the weeds around telephone poles and places the mower can’t get to. Fred said they could only use round-up without certification. Kirk Ramsey suggested the road crew might need some summer help. Mr. Kilburn then asked what the crew did all day. Fred then went to get their worksheets that list what they have done each day.

It was decided Mr. Kassalen should post for the mowing.

FISCAL MATTERS
Debbie Harper mentioned to the trustees that a communication had been received from the Warren County Department of Emergency Services regarding the executive committee. There was a meeting to reaffirm the existing agreement between the WCEMEC and the Warren County Commissioners. Any township or municipality has the option to opt out of this group by contacting the WCEMEC. The Trustees agreed they do not want Salem Township to “opt-out”. No action needs to be taken to remain in the group.

Ms. Harper also reminded the trustees that the 2014 Budget Hearing would take place on July 9th at the regular meeting.

Public Records Policy
Ms. Harper brought before the board a Public Records Policy to adopt for the township to follow. Kirk Ramsey made a motion to pass Resolution 13-0625 accepting the Public Records Policy as written to use as a guideline when records requests are received. Dick Dare seconded the motion.
Vote: Mr. Ramsey, yea Mr. Dare, yea Mr. Kilburn, yea

Tom Ferris has submitted a quote for a new computer system for the township. The system is quoted at $954, with $223 added for Microsoft Office and antivirus software at $31.00. There will be additional charges for labor to set up the system. Kirk Ramsey made a motion to approve this purchase; seconded by Dick Dare.
Vote: Mr. Ramsey, yea Mr. Dare, yea Mr. Kilburn, yea

The fiscal officer prepared checks #13502- #13551, 91460-91470 which totaled $59,613.52.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Heath Kilburn seconded the motion.
Vote: Mr. Dare, yea Mr. Kilburn, yea Mr. Ramsey, yea

For this reporting period the fiscal officer deposited receipts in the amount of $19,256.09.
This amount included receipts #7853– #7879.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:25 P.M. Dick Dare seconded the motion.
