Minutes July 9, 2013 Meeting

The Salem Township Board of Trustees met July 9, 2013 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Heath Kilburn and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance.

Others present: Don Lynch, Ralph Blanton, Chief Fred LaFollette, Kirk Ramsey Jr., Mike Kassalen, Bob Glancy, Woodie Davis, David Opperman, Lt. Miller, Assistant Chief Bill Harrison and Lori Hensley.

The minutes were read and approved and posted on the bulletin board.

From the Floor:

Donald Lynch stated he had some basic questions. He asked about the permit that was recently issued for a swimming pool and if there was a separate permit specifically for a pool, and not just the zoning permit. He asked if the pool permit could not be found within 24 hours, he asked that the zoning inspector be dismissed.

Chief LaFollette reported that the mini backhoe should be in soon. The new building has been dry walled and the electric and plumbing need to be finished up.

Lt. Miller from the Warren County Sheriff’s office asked if there were any issues that needed to be taken care of. Bob Glancy told him there are some problems on Lake Road.

Asst. Chief Harrison reported that they had been very busy lately; there had been a lot of runs. He said the volunteer staff is doing a good job. The EPCR is working out with just a few problems.

Zoning
Mike Kassalen, zoning inspector, turned in one permit for a swimming pool.
He said the property at Whitacre and St. Rt. 123 has been cleaned up. Also the Lake Road property with the pool has been taken care of. There is still one property on Lake Road that needs attention. There are 3 other issues in the works.
David Opperman did not receive his certified letter regarding his property. He stated that someone is getting his mail.
Heath Kilburn brought up the fact that there was a large piece of carpet in the ditch as you turn right onto Salem Road. He asked Mike to take care of it. Chief LaFollette said the crew would take the truck and pick up the carpet.

FISCAL MATTERS

BUDGET HEARING

Fiscal Officer, Debbie Harper, presented the proposed budget for Fiscal Year 2014. After the trustees looked it over, Kirk Ramsey made a motion to pass Resolution 13-0709 to approve the budget for the year commencing January 1, 2014 as presented and submit it to the Warren County Budget Commission pursuant to Section 5705.30 of the Revised Code. Heath Kilburn seconded the motion.
Vote: Mr. Ramsey, yea Mr. Kilburn, yea Mr. Dare, yea

Ms. Harper then asked for approval of the following appropriation modification:
Decrease 05-A-08 Increase 05-A-11 $900.00
Kirk Ramsey made a motion to approve this modification; seconded by Dick Dare.
Vote: Mr. Ramsey, yea Mr. Dare, yea Mr. Kilburn, yea

Mr. Ramsey reported there would be a Warren County Township Association meeting on July 18, 2013 at 7:00 at the Hamilton Township Administration Building.
He also reported he had attended a meeting in Columbus regarding state funding.

The fiscal officer prepared checks #13552- #13602, 91471-91474 which totaled $41,545.84.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Dick Dare seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $16,035.83.
This amount included receipts #7880– #7884.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:20 P.M. Kirk Ramsey seconded the motion.
