Minutes July 23, 2013 Meeting

The Salem Township Board of Trustees met July 23, 2013 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Heath Kilburn and Dick Dare present. Mr. Ramsey asked Parker Elliott to lead all those present in the pledge of allegiance.

Others present: Don Lynch, Ralph Blanton, Ron Stratton, Teresa and Parker Elliott, Chief Fred LaFollette, Mike Kassalen, and Bob Glancy.

The minutes were read and approved and posted on the bulletin board.

Cemetery
7/24/13 Jacqueline Spradlin Sec 4 Lot 279 SW Corner Vale’s

From the Floor:
Donald Lynch brought up the public records policy. He requested to see various permits and all zoning records on the Gooch property. He had a complaint form against the Gooch construction. He stated he had checked with the county zoning and no permits had been issued on the rehab of the house. The trustees explained to him that his request was too broad; that he had to be specific which records he wanted to see. Mike Kassalen, zoning inspector, explained to him that until the problem with the property line is resolved, no permits can be issued.

Mr. Kassalen turned in a permit for a swimming pool. He reported the grass has been cut at the property on St Rt 123. He checked and the truck on the property is licensed, but the car is not. Regarding the Noah’s Ark property, he reported that nothing in front of the building is against code. The grass at the Lake Road property has not been mowed. Someone will be contacted to mow it.
He brought up the matter of a family unit for grandparents as part of a home construction.

Dick Dare stated that over the years, no one, the bank or other lending institution has ever known or discovered the error on the Gooch property line.

Heath Kilburn mentioned getting a fuel tank at the cemetery since the excavator would be stored in the new building. The crew wouldn’t have to get gas cans filled and carry them back and forth. It was stated that there has been a tank ordered from Lykins.
Kirk Ramsey asked if there was a way to either cut off power to the tank or chain it so it couldn’t be accessed by anyone other than a township employee.

Mr. Kilburn brought up the possibility of having a work board in the new building.
There will be a desk in the building for their use.

Dick Dare mentioned that the problem on Woodward Claypool would have to wait for better weather before it can be cleared up.

Mr. Lynch asked another question regarding a non-conforming barrier.

Chief LaFollette reported there had been 71 runs in the month of July. There were six occasions when both squads were out at the same time.

FISCAL MATTERS

Fiscal Officer, Debbie Harper, presented the 2013-2014 OTARMA insurance renewal for approval. The amount for this renewal period is $32,062 with a discount of $150.00 for CDL renewals. Heath Kilburn made a motion to approve the liability insurance with OTARMA. Dick Dare seconded the motion.
Vote: Mr. Kilburn, yea Mr. Dare, yea Mr. Ramsey, yea

Ms. Harper then asked for approval of the following appropriation modification:
Decrease 10-A-08 $65,000
Increase 10-A-14 $40.000
Increase 10-A-02 $25,000
Kirk Ramsey made a motion to approve this modification; seconded by Dick Dare.
Vote: Mr. Ramsey, yea Mr. Dare, yea Mr. Kilburn, yea

The fiscal officer prepared checks #13603- #13682, 91475-914793 which totaled $141,839.15.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Dick Dare seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $27,223.20.
This amount included receipts #7884– #7906.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:30 P.M. Heath Kilburn seconded the motion.
