Minutes August 27, 2013 Meeting

The Salem Township Board of Trustees met August 27, 2013 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. Vice-President Dick Dare called the meeting to order at 7:00 P.M. with member Heath Kilburn present. Mr. Ramsey was absent. Mr. Dare led all those present in the pledge of allegiance to the flag.

Others present: Don Lynch, Chief Fred LaFollette, Mike Kassalen, Frank Schlake, Assistant Chief Bill Harrison, Lori Hensley, Woodie Davis, Ralph Blanton and Deputy Miller.

The minutes were read and approved and posted on the bulletin board.

Mr. Dare announced that the meeting would not be open to the floor tonight. The trustees would only attend to township business.

Deputy Miller reported that there were a large number of auto thefts in the month of July. There had been 8 cars stolen in a 6-night period. The problem has been taken care of, but he asked that everyone remain watchful.

FIRE DEPARTMENT
Chief LaFollette reported that he had gotten prices for gutters and ice guards for the new building. Dave Foreman gave a price of $350 for ice guards. Richard Free with F & F Seamless Gutters quoted a price of $700 for the gutters and downspouts. After a brief discussion, Heath Kilburn made a motion to approve this word on the new pole building. Dick Dare seconded the motion.

There had been a request for a street light from a resident of the township. Mr. Dare stated there were still intersections in the township without lighting, and he was not in favor of putting up this street light.

Zoning
Mike Kassalen, zoning inspector, turned in a payment for a zoning book. He stated he had a response for Mr. Lynch from last meeting. Mr. Lynch protested the amount that was turned in for the zoning book, as he had paid much more for his copy. It was agreed the amount was incorrect. Mr. Kassalen said he would correct the amount.

FISCAL MATTERS

Fiscal Officer, Debbie Harper, requested the board to approve the annual street lighting resolution to approve the assessment for street lighting in the lighting districts of the township. Dick Dare made a motion to pass Resolution 13-0827 to approve special assessments for artificial street lighting in the three (3) street lighting districts in the township for a period of one (1) year to be on the 2013 tax duplicate and collected in the calendar year 2014. Heath Kilburn seconded the motion.

The fiscal officer prepared checks #13748- #13804, 91497-91509 which totaled $53,386.41.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $24,487.24.
This amount included receipts #7917– #7944.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:10 P.M. Dick Dare seconded the motion.
