Minutes October 8, 2013 Meeting

The Salem Township Board of Trustees met October 8, 2013 in regular session at Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Heath Kilburn and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance to the flag.

Others present: Don Lynch, Chief Fred LaFollette, Mike Kassalen, Lori Hensley, Woodie Davis, Ralph Blanton, Ron Stratton and Jan, a resident of the EJ Maag Center.

The minutes were read and approved and posted on the bulletin board.

Cemetery

Mr. Ramsey thanked everyone for coming and announced that the next meeting will start at 6:00 rather than the usual 7:00 PM

From the Floor:
Donald Lynch brought up the matter of the meeting last spring when Bob Ware attended and asked for support for the bike trail. There was a meeting at the county office today where Mr. Ware stated the Salem Township Trustees were in favor of the whole process of procedures necessary to complete the trail. The trustees were aware of this meeting and what was said.
Mr. Lynch then brought up the matter of zoning books again and stated he had paid $11.00 for his copy. He also mentioned the permits for the Gooch property.

Chief LaFollette reported that he was getting prices for the concrete removal. The county has taken care of the problem on Morrow Woodville Road.
Kirk Ramsey told him that Mark Dawson was now head of the Warren County Maintenance Department and he is easy to work with and willing to help the township with any problems.

The county salt request was received and it was decided to request 350 tons.

It was announced that the Warren County Township Association annual meeting will be held at Armco Park on November 14.

ZONING
Mike Kassalen, zoning inspector, turned in 2 permits; one for an addition and one for a garage. He reported that all the requests he had made for clean-up had been taken care of.

Heath Kilburn discussed the meeting at the Commissioners’ office today. He stated the issue was brought to him as a project for which they were trying to get a study grant to see who owned the property along the trail. He was under the impression that was all they were signing approval for. He said the trustees were misled as to what was being done and what they were approving by signing the paper. He further stated that his family owned property along the trail and would not be able to vote on further issues concerning this bike trail. They have since found out there were other costs involved with the process, one of which was engineering costs. Dick Dare made a motion to rescind the motion that was passed and to change the vote from a yes to a no on this matter as it interfered with too many properties. Vote: Mr. Dare, yea Mr. Ramsey, yea Mr. Kilburn. Abstain

Agent of Record – Insurance
After a brief discussion, Kirk Ramsey made a motion to change the township’s Agent of Record for insurance purposes to the Burnham & Flower Agency, with Jim Organ the working agent effective immediately. Heath Kilburn seconded the motion.
Vote: Mr. Ramsey, yea Mr. Kilburn, yea Mr. Dare, yea

FISCAL MATTERS
Debbie Harper, Fiscal Officer, requested the board approve the following changes to the FY2013 Appropriations:

Mr. Dare made a motion to pass Resolution 13-1008 to approve the modifications to the appropriations as requested by the fiscal officer to account for changes in revenue received in FY2013 to date. Mr. Kilburn seconded the motion. Vote: Mr. Dare, yea Mr. Kilburn, yea Mr. Ramsey, yea

Chief LaFollette reported they had purchased a mulching kit for the cemetery mower to help keep the grass off the headstones.

The fiscal officer prepared checks #13893- #13938, 91531-91536 which totaled $52,016.55.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Heath Kilburn seconded the motion.
Vote: Mr. Dare, yea Mr. Kilburn, yea Mr. Ramsey, yea

For this reporting period the fiscal officer deposited receipts in the amount of $8,203.72.
This amount included receipts #7976– #7985.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:25 P.M. Kirk Ramsey seconded the motion.
