Minutes November 12, 2013 Meeting

The Salem Township Board of Trustees met November 12, 2013 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 6:00 P.M. with members Heath Kilburn and Dick Dare present. Mr. Ramsey led all those present in the pledge of allegiance to the flag.

Others present: Don Lynch, Chief Fred LaFollette, Lori Hensley, Ralph Blanton, Ron Stratton, Bob Glancy, Asst. Chief Bill Harrison, Mike Kassalen,
Jim Kilburn, John Poe, Matt Nolan and LuAnn Cain.

The minutes were read and approved and posted on the bulletin board.

There were no updates to cemetery records for this time period.

Mr. Ramsey asked all those who had run for office in the recent election to stand and be recognized for their hard work in the campaign.

Chief LaFollette reported that because there hadn’t been any rain, he had not been able to check out the water run-off from the cemetery on Virginia St.

The fire department will pass out their Christmas candy on December 22.

Heath Kilburn brought up the bird problem in the cemetery. He said there are buzzards roosting in the trees at the cemetery and it is killing the pine trees. He will call ODNR to see if they can offer any suggestions on getting rid of these birds.

Lori Hensley spoke about the “Christmas on Main” event that is sponsored by the Village of Morrow. It will be November 30 from 4 PM to 9 PM. John Poe, newly elected council member, added other information about the activities planned including photos with pets.
Ralph Blanton reported the fire department would have a fire truck at the event from 6 to 8.

Matt Nolan mentioned he had visited areas and all campaigns seemed to be well run.

Mike Kassalen, zoning inspector, turned in two permits; one for an addition and one for a shed.

Dick Dare brought up the fact that the last meeting of the year would take place on Christmas Eve. After a brief discussion, it was decided to change the date of this meeting to December 26th, at the normal time of 7:00 PM.

Kirk Ramsey brought up the fact that Mr. Dare will retire December 31 after serving the township as trustee for 24 years. He thanked Mr. Dare for his many years of service.


Debbie Harper, Fiscal Officer brought before the board the following amounts to be transferred from the Fire Fund to the Debt Service Fund for payments due:
$ 4277.50 Interest on Fire Truck Acquisition Note
$ 61800.00 Interest on Fire Station Improvement Bond
$100000.00 Principal on Fire Station Improvement Bond
Kirk Ramsey made a motion to pass Resolution 13-1112 to approve the transfer of funds from the Fire Fund (Fund 10) to the Debt Service Fund (Fund 15) for the purpose of payment to Lebanon Citizens National Bank for interest and principal on the Fire Truck Acquisition Note and the Fire Station Improvement Bond. Heath Kilburn seconded the motion.

The fiscal officer prepared checks #14031- #14074, 91560-91562 which totaled $202,500.48.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $2,949.06.
This amount included receipts #8033– #8038.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:20 P.M. Kirk Ramsey seconded the motion.
