Minutes December 10, 2013 Meeting

The Salem Township Board of Trustees met December 10, 2013 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 6:00 P.M. with members Dick Dare and Heath Kilburn present. Mr. Ramsey asked Lt. John Moenster to lead all those present in the pledge of allegiance to the flag.

Others present: Don Lynch, Chief Fred LaFollette, Lori Hensley, Ralph Blanton, Ron Stratton, Asst. Chief Bill Harrison, Woodie Davis, John Moenster and Mike Kassalen.

The minutes were read and approved and posted on the bulletin board.

Donald Lynch asked about the Gooch property and if all zoning rules were being applied fairly. He stated that nothing is being done to resolve the issue.

Ron Stratton presented an Ohio State Flag to the trustees for the outside pole.

Asst. Chief Harrison brought up the 2014 budget for the fire department. He said they were able to include raises for the employees as follows: $.25/hr. for part time employees, $.50/hr. for the 3 full time employees and 3% for the chief and assistant chief.
Kirk Ramsey made a motion to approve the suggested raises for the Fire Department employees. Heath Kilburn seconded the motion.

He stated they had received a resignation from David Amiri effective December 17, 2013. Kirk Ramsey made a motion to accept this resignation. Dick Dare seconded the motion.

Currently there are 26 active members on the roster.

Chief brought up the matter of selecting 2014 Board Members for the Volunteer Fire Fighters’ Dependent Fund for Salem Morrow Fire Department. He has asked Heath Kilburn and Kirk Ramsey to represent the Trustees, he and Bill Harrison to represent the Fire Department and Mike Kassalen to serve as the fifth member. Chief LaFollette will serve as chairperson. Dick Dare made a motion to accept these nominees as members of the FFDF. Kirk Ramsey seconded the motion.

Chief LaFollette talked to Southeastern Equipment to get prices on new backhoes. They sent prices on two different models. He asked the board to look over this information.
He stated the crew had done a good job on keeping the roads clean during the recent snow.

December 22nd is the date the fire department will pass out their annual Christmas candy bags.

Lori Hensley reported there was a great turnout for the Christmas on Main event in Morrow.

Dick Dare brought up the subject of water running down Ward Road. It was suggested the old guard rails should be put back up, and to look to see if the gates are still there. Kirk Ramsey brought up putting a security light or reflective signs on the gate.

Mike Kassalen, zoning inspector, had no permits to turn in for this 2-week period.
Regarding the Gooch property, he reported he had been in the house when it was being remodeled and did not see any reason to require a permit. He is now talking to all the neighboring properties owners to get the property line matter settled.

Heath Kilburn asked Mike to check out the conditions at a property at the end of Lake Road.

Heath Kilburn mentioned a recent problem that took place at Spring Grove Cemetery in Cincinnati concerning headstones. Because of this, he thought it was time for the township to set rules and regulations for Morrow Cemetery before this matter would come up. He had done some research and found a guide for rules and regulations on the OTA website. After reading and discussing these rules, Kirk Ramsey made a motion to pass Resolution 13-1210 to approve the adoption of the rules and regulations to be followed for burials and placement of headstones at the Morrow Cemetery. Heath Kilburn seconded the motion.

Heath then brought up the buzzard problem in the cemetery. He has talked to the game warden and was told the township is allowed to do what is necessary to get the birds to leave. If they plan to fire shots off to scare them, they will inform the residents who live close by.


The fiscal officer prepared checks #14126- #14166, 91578-91581 which totaled $38,816.53.
The board examined the bills that were ready for payment and Dick Dare made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $21,106.23.
This amount included receipts #8058– #8065.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:35 P.M. Kirk Ramsey seconded the motion.
