Minutes December 26, 2013 Meeting

The Salem Township Board of Trustees met December 26, 2013 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Kirk Ramsey called the meeting to order at 7:00 P.M. with members Dick Dare and Heath Kilburn present. Mr. Ramsey asked Parker Elliott to lead all those present in the pledge of allegiance to the flag.

Others present: There were around 50 people present to celebrate with Dick Dare on the occasion of his retirement from the board of trustees.

The minutes were read and approved and posted on the bulletin board.

Mr. Ramsey welcomed all those present and expressed his wishes for a belated Merry Christmas and a happy new year. He stated that the board would not open the floor for any business tonight.

Fire Chief LaFollette reported they had received an application for a part time fireman from Thomas Frazier and asked the board to approve his hiring.
Kirk Ramsey made a motion to hire Thomas Frazier for a part time position with the Salem Morrow Fire Department pending physical exam and drug testing. Dick Dare seconded the motion. Vote: Mr. Ramsey, yea Mr. Dare, yea Mr. Kilburn, yea

Mike Kassalen, zoning inspector, had no zoning matters or permits for this meeting.

Dick Dare, retiring after 24 years of service, said a few words and showed a small wooden gavel and board given to him by Ron Stratton when he was first elected. He said he wanted to pass it along to Kirk Ramsey.

TOWNSHIP BUSINESS

It was agreed that the meetings would stay on the same day and time in 2014. Kirk Ramsey made a motion to pass Resolution 13-1226 setting the meeting dates for the Salem Township Board of Trustees to the 2nd & 4th Tuesdays at 7:00 P.M. Mr. Kilburn seconded the motion.

The Fiscal Officer asked the trustees to declare how they wanted to receive their salary in 2014. All opted to receive a monthly salary. Kirk Ramsey made a motion to pass Resolution 13-1226A to verify that the Board of Trustees agreed that they wanted to receive their pay as a monthly salary. Heath Kilburn seconded the motion.

When questioned about the pay status of the road crew, it was stated that their hourly rate for 2014 would remain at the current amount.

Fiscal Matters
Debbie Harper, Fiscal Officer, asked the board to approve the transfer of funds in the amount of $20,384.94 from the Fire Department to the General Fund for the purpose of making the annual payment for the ambulance purchased in 2011. Kirk Ramsey made a motion to pass Resolution 13-1226B to approve the transfer of funds to pay the $20,000.00 principal and the $384.94 interest from the Fire Fund to the General Fund. This payment was agreed upon when the township loaned the fire department money for the purchase of an ambulance in 2011. The interest would be charged at the amount the township was receiving from the bank. Dick Dare seconded the motion.

The Fiscal Officer presented final year end appropriation modifications for approval as follows:

Heath Kilburn made a motion to pass Resolution 13-1226C to approve the year end modifications to the appropriations as more or less money was received in the township funds. Kirk Ramsey seconded the motion.

Next item was to approve the Temporary Appropriations for Fiscal Year 2014. The Fiscal Officer presented the amounts for the temporary appropriation and requested the board to approve those amounts.
Kirk Ramsey made a motion to pass Resolution 13-1226D that to provide for the current expenditures and other expenses of the Board of Trustees of Salem Township, during the Fiscal year ending December 31, 2014, the following sums be set aside and appropriated for the purposes for which expenditures are to be made for and during said fiscal year as follows:

Dick Dare seconded the motion.

The fiscal officer prepared checks #14167- #14223, 91582-91598 which totaled $77,776.83.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Dick Dare seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $47,106.90.
This amount included receipts #8066– #8089.

At this time Kirk Ramsey spoke about the 24 years that Mr. Dare had been serving on the Salem Township Board of Trustee. He asked that Chief LaFollette come forward and make a presentation of a plaque to Mr. Dare.
After that presentation Tom Ariss, Warren County Commissioner, read a proclamation from the Warren County Commissioners that detailed events in Mr. Dare’s career and life.
Then Andy Mitten came forward and spoke of the many good times he and Dick had spent together working on fire department matters and as personal friends.
Mike Kilburn and John Kilburn shared stories they had about Dick.

As the last order of business, Mr. Ramsey asked Mr. Dare to do the honor of swearing in the two trustees who begin their terms January 1, 2014: Ralph Blanton, newly elected and Heath Kilburn re-elected in November.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:40 P.M. Kirk Ramsey seconded the motion.
