Minutes January 14, 2014 Meeting

The Salem Township Board of Trustees met January 14, 2014 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. Because President Kirk Ramsey was absent and Vice President Dick Dare retired, Trustee Heath Kilburn called the meeting to order at 7:00 P.M. with new Trustee Ralph Blanton present. Mr. Kilburn led all those present in the pledge of allegiance.

Others present: Chief LaFollette, Asst. Chief Harrison, Ron Stratton, Bob Glancy, Don Lynch, Woodie Davis, Mike Kassalen, Matt Nolan, Lori Hensley, Lt. Miller, LuAnn Cain and Warren County Prosecutor Dave Fornshell.

The minutes were read and approved and posted on the bulletin board.

Mr. Kilburn turned the floor over to Prosecutor Fornshell to give his annual report from the prosecutor’s office. The biggest project going is the new building on Justice Drive which is due to be completed in August 2014.
Items on which he spoke: decreasing expenditures of the office, the continued use of heroin being the number 1 crime in the county, the Eugene Galls parole hearing. He then asked if there were any questions for him. Don Lynch asked about the local thefts of copper and other items from homes and sheds. He spoke briefly on this problem and why it is hard to control. He advised everyone to be observant about their surroundings.
Mr. Kilburn thanked him for the service that the prosecutor’s office provides to the community and the township.

At this time the election of officers for the 2014 year was open for nominations. Ralph Blanton nominated Heath Kilburn to serve as Chairman/President. As there were no other nominations, the Fiscal Officer asked for a vote. Mr. Blanton, yea Mr. Kilburn, yea
Mr. Kilburn then nominated Ralph Blanton to serve as Vice Chairman. Mr. Blanton seconded the motion.

The next item of business was to approve the funds that the salaries of the trustees would be charged to. Debbie Harper, Fiscal Officer said the salaries are currently being charged to the General Fund, the Gasoline Fund and the Road & Bridge Fund. Ralph Blanton made a motion to pass Resolution 14-0114 to approve the expenditure for the Trustees salary in equal parts from the Gasoline Fund, the General Fund and the Road & Bridge fund for Fiscal Year 2014. Heath Kilburn seconded the motion.

Heath Kilburn then thanked the fire department, Ralph, Bill and Fred, for the great work they had done in aiding the man trapped under his house on Salem Road.

Fire Chief LaFollette reported the only business he had was to remind the trustees to check the roads to see which roads needed to have work done this summer.

Asst. Chief Harrison reported that the number of runs for this year was ahead of last year’s numbers.

Lt. Miller from the Warren County Sheriff’s Office reported that the number of burglaries was down from last year. He also told the board that Sheriff Sims would attend a township meeting soon to give his annual report from the sheriff’s office.

Mike Kassalen, zoning inspector, had no zoning matters or permits for this meeting.

Heath Kilburn stated that on New Year’s Day on his way home, he noticed a family picking up trash along Halls Creek Road. He stopped and learned it was the Jeffery Bargemann family. He said they had done a wonderful job and had all kinds of trash including old couches and even a mattress that had been thrown out into the ditch.

Fiscal Business

The fiscal officer prepared checks #14224- #14279, 91599-91607 which totaled $48,508.40.
The board examined the bills that were ready for payment and Ralph Blanton made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $5,428.42.
This amount included receipts #8090– #8097.

With no further business to come before the board, Ralph Blanton made a motion to adjourn the meeting at 7:30 P.M. Heath Kilburn seconded the motion.
