Minutes February 25, 2014 Meeting

The Salem Township Board of Trustees met February 25, 2014 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Heath Kilburn call the meeting to order at 7:00 P.M. with members Ralph Blanton and Kirk Ramsey present. Mr. Kilburn led all those present in the pledge of allegiance.

Others present: Chief LaFollette, Asst. Chief Harrison, Ron Stratton, Bob Glancy, Don Lynch, Mike Kassalen, and Paul Kilburn

The minutes were read and approved and posted on the bulletin board.

Fire Department
Assistant Chief Harrison reported on the number of runs for 2013. The total runs was 460 and they billed and collected approximately $153,000. He also said the EPCR system was working out pretty well with just a few snags.
Chief LaFollette requested the board remove Thomas Frazier from the active roll. He never came back after taking the physicals and drug tests. Heath Kilburn made a motion to remove Thomas Frazier from the active roll of the fire department employees; seconded by Ralph Blanton. Vote: Mr. Kilburn, yea Mr. Blanton, yea Mr. Ramsey, yea

In roads related business, Chief LaFollette said there was a need for a 12” bucket for the tractor. He will get prices for this purchase.
He also reported that the county is sending the paving bids out for the 2014 paving project. They need the roads that the township wants to do this summer. It was mentioned that Bennett Road has some edges breaking off; possibly due in part to the constant bus traffic using that road. The trustees decided they will go out and check on the roads as soon as possible and decide which ones need to be repaved this year.

Mike Kassalen, zoning inspector, didn’t have any permits to turn in for this period.
He said there is progress on the Gooch property problem.
He will send a notice regarding a property on Lake Road that is in terrible shape.
Heath Kilburn asked if he has looked at the building next to the M & M Diner. Kirk Ramsey said he thought it might be for sale. Kassalen and Ralph Blanton will check to see if the property is secure.

Donald Lynch asked that the trustees check on the proposed bike trail when they go to the OTA conference. (Note: the conference has already taken place) He also mentioned other items regarding the park and bike trail. Heath Kilburn told him he should go to the Morrow Village meetings as they are the ones who want to get the bike trail project going.
Ralph Blanton added that he thought all the rail line in Salem Township is privately owned property.

Ralph Blanton brought up that the Wilder property has been sold and the new owner wants to split it up into 4 lots. Because of some restrictions of the township zoning regarding 500 feet for commercial use, he would like to have the property annexed into the village. It was discussed that he could ask for a zoning change so that he would be able to make the lots larger and thus more attractive to buyers.

Mr. Lynch asked it the trustees could check into having the meetings on cable TV.

Heath Kilburn stated he had sent a thank you to Neil Tunison’s office thanking them for helping to get rid of the large ice build-up on Halls Creek Road.

As it is time to appoint a representative from Salem Township to serve on the regional planning commission, it was decided that Mike Kassalen would represent the township and Ralph Blanton would be the alternate member. They will take office on April 1, 2014 and serve for one year.

On Tuesday, March 4, 2014, the Warren county Health District Advisory Council will hold its annual meeting. They ask that each village, township and city send a member in order to have a quorum. As president, Heath Kilburn will represent Salem Township.

Fiscal Business
The fiscal officer prepared checks #14375- #14431, 91628-91641 which totaled $50,003.85.

The board examined the bills that were ready for payment and Ralph Blanton made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $29,121.15.
This amount included receipts #8126– #8149.

With no further business to come before the board, Ralph Blanton made a motion to adjourn the meeting at 7:30 P.M. Kirk Ramsey seconded the motion.
