Minutes April 22, 2014 Meeting

The Salem Township Board of Trustees met April 22, 2014 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Heath Kilburn call the meeting to order at 7:00 P.M. with members Kirk Ramsey and Ralph Blanton present. Mr. Kilburn led all those present in the pledge of allegiance.

Others present: Chief LaFollette, Ron Stratton, Don Lynch, Mike Kassalen, Frank Schlake, and Asst .Chief Harrison

The minutes were read and approved and posted on the bulletin board.

Cemetery Updates
There were no updates to the cemetery records for this period.

Fire Department/Roads
Chief LaFollette reported that he had the quote from the county for the chip seal project. It was $700 less than originally quoted. The cost will be $18,440.00 for the 2014 project.
The crew is getting ready to spray weed killer.

Ralph Blanton had a copy of the current cemetery prices from Union Township to compare to ours. Union has increased their prices recently. Normally Salem Township matches those prices. A brief discussion followed and the Ralph Blanton made a motion to increase the Morrow Cemetery prices as follows to be effective June 1, 2014:
Lot Sales: Residents $500 per grave, Non-residents $1200 per grave
Open & close fees: All regular burials $650.00, Baby Service and Ashes $150
Use of tent: $50 additional
There will be an additional $200 charge for Saturday and holiday services plus an additional $100 for any arrival at the cemetery after 2 PM
Kirk Ramsey seconded the motion.

Heath Kilburn mentioned a problem with the newly paved road sinking going up Trovillo Road just past the Oeder driveways. The road appears to have a big crack in it.

Other road related problems mentioned were:
A call from Jerry Martin regarding a large hole at the culvert
A water drainage problem on Ghiels Carroll Road – it was suggested discussing this problem with the county.

Heath Kilburn commented on the recent fish fry put on by the fire department and thought the food was really good. Chief LaFollette said he thought they had about the same numbers as last year.

Mike Kassalen, zoning inspector, didn’t have any permits to turn in for this period. He had the zoning information that Donald Lynch requested. Kirk Ramsey asked about all the cars parked at a property on Lake Road. It was mentioned that other properties in the Lake Road/Salem Road area need to be cleaned up. The property at the end of Achterman Road was also mentioned as needing attention.

Donald Lynch asked about the property for sale along US 22-3. He asked if it was zoned under the township or the village.

Ralph Blanton told him it was part of both entities. He had remarks about the zoning code and the need to be uniform in their actions.

It was reported that a scanner has been ordered so that work can start on copying the old cemetery records.

Debbie Harper brought up the annual contribution toward Memorial Day expenses in the cemetery. Kirk Ramsey made a motion to approve a contribution in the amount of $150.00 for these expenses. Ralph Blanton seconded the motion.

Fiscal Business

The fiscal officer prepared checks #14562- #14642, 91673-91690 which totaled $81,492.23.
The board examined the bills that were ready for payment and Ralph Blanton made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $546,036.66 which included the 1st half of the Warren County Real Estate Taxes. This amount included receipts #8198– #8221.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:35 P.M. Ralph Blanton seconded the motion.

***Amendment to the March 11th minutes: It was noted that the minutes of March 11th, 2014 did not record the approval of the hiring of Alex Derbinov as a part time firefighter. This omission was due to the absence of the fiscal officer at this meeting.
