Minutes May 13, 2014 Meeting

The Salem Township Board of Trustees met May 13, 2014 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Heath Kilburn call the meeting to order at 7:00 P.M. with members Kirk Ramsey and Ralph Blanton present. Mr. Kilburn led all those present in the pledge of allegiance.

Others present: Chief LaFollette, Don Lynch, Mike Kassalen, Frank Schlake, Bob Glancy, Woodie Davis and Lori Hensley

The minutes were read and approved and posted on the bulletin board.

Fire Department/Roads
Chief LaFollette reported that the company that was the low bid for the concrete work in the barn was not going to be able to do the job. After a brief discussion the trustees decided to let the 2nd bidder have the job. Kirk Ramsey made a motion to approve the second bid in the amount of $4550.00 for the concrete work at the new barn. Ralph Blanton seconded the motion.

There have been complaints about the catch basin on Bramblebush. There is a large tree on Anderson Road that needs to come down.
The crew is working in the cemetery to get it ready for Memorial Day weekend.
Ralph looked at a property at the end of Achterman Road. He will meet the owner sometime next week and see what can be done about the problem.
The crew is getting ready to spray weed killer.

Mike Kassalen, zoning inspector, turned in three permits for accessory type buildings.
Ralph Blanton mentioned that he had received a call from Bob Vale regarding a problem on Carter Rd. There are some mattresses sitting along the side of a building.

Heath Kilburn gave Donald Lynch the copies of the original zoning code as he had requested. Mr. Lynch asked about the mattress matter and mentioned that the property in question used to be a store. He had other questions about this matter.

Frank Schlake brought up the problem that is currently being caused by drivers driving into the ditch and spraying the dirt and mud onto the road. It was mentioned that this is also happening in other parts of the county.

Don Lynch mentioned that because the township planned to scan all cemetery records, they should scan all township records so that it would be easier to find old records.

Fiscal Business

Debbie Harper, Fiscal Officer, presented the new 5-year depository agreement with the 1st National Bank for the approval of the trustees. Kirk Ramsey made a motion to pass Resolution 14-0513 approving the new 5-year depository agreement to cover the time period of January 1, 2014 through December 31, 2018 for the deposits placed at 1st National Bank of Warren County. Ralph Blanton seconded the motion.

Ms. Harper then requested approval of the following transfer of funds from the Fire Fund to the Debt Service Fund:
$58,800.00 to pay the interest due on the Fire Station Improvement Bond
$46,000.00 to pay the principal due on the Fire Truck Acquisition Note
$ 4,277.50 to pay the interest due on the Fire Truck Acquisition Note
Ralph Blanton made a motion to approve this transfer of funds. Kirk Ramsey seconded the motion. Vote: Mr. Blanton, yea Mr. Ramsey, yea Mr. Kilburn, yea

The fiscal officer prepared checks #14643- #14687, 91691-91693 which totaled $47,318.39.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $8,903.39 which included receipts #8222 - 8227.

Donald Lynch requested an answer in writing regarding his question about the abandoned store.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:30 P.M. Ralph Blanton seconded the motion.
