Minutes July 8, 2014 Meeting

The Salem Township Board of Trustees met July 8, 2014 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Heath Kilburn call the meeting to order at 7:00 P.M. with members Kirk Ramsey and Ralph Blanton present. Mr. Kilburn asked Assistant Chief Bill Harrison to lead all those present in the pledge of allegiance.

Others present: Chief LaFollette, Don Lynch, Mike Kassalen, Judge Gary Loxley, Judge Robert Fisher, Frank Schlake, Lt. Miller from the Warren County Sheriff’s Office.

The minutes were read and approved and posted on the bulletin board.

Cemetery Updates
There were no changes to the cemetery records for this period.

Presentation from the Court
Judges Gary Loxley and Rob Fisher gave a presentation on the Warren County Court starting with a little bit of its history established in 1959. The court serves 8 townships and 10 villages and municipalities. The presentation included the changes that have been made to the court system and also upcoming changes they hope to make.

Fire Department/Roads
Chief LaFollette reported that most of the paving project has been completed and depending on the weather, the chip seal project will be done this coming week.
He gave the trustees several decal designs to choose from for the new truck. They were pretty much in agreement on the one they all liked, but since it is 8 weeks until the truck is done, no decision was made at this meeting.
The crew has been spraying weeds and needs to go back to do some trimming.
Ralph Blanton asked about the Achterman Road and Anderson Road culvert problems.
This is being worked out.

Asst. Chief Harrison reported they had received $3700+ from the State EMIS grants program. They have received over $63,000 so far.
He talked about the budget crunch. They have worked on the numbers and find it will be necessary to put a levy on the ballot to provide for the replacement of equipment for the next 15 years and to have 3 additional personnel. He said 6.5 mills would be needed. Kirk Ramsey made a motion to approve placing a 6.5 mill levy on the ballot for this November’s election. Ralph Blanton seconded the motion.

Mr. Ramsey reminded the board that the Warren County Township Association will give the township $500 toward the expense of the levy.

Lt. Miller from the Warren County Sheriff’s Office was present. He said he didn’t have anything to report, but was stopping by to see if there were any problems. No one had anything to mention.

Frank Schlake commented on the paving job on Waynesville Road; said it really needed to be done and looked very nice.

Mike Kassalen, zoning inspector, turned in two permits. He is getting a price for bush hogging the tall grass on a property on St Rt 123.

Donald Lynch asked about the way zoning is enforced regarding overgrown lawns and other grassy areas. He brought up the Gooch property and stated his complaints about it are not being answered. Heath Kilburn told him to put his complaint in writing and the board will look at it.

Ralph Blanton brought up the matter of the adjacent land to the fire station being for sale. He has talked to Brad Ruppert at LCNB regarding a loan.
It was stated that the Morrow Cemetery is about 13 acres. Of the 36 acres for sale, only about 15 acres are usable, but you could possibly get the use of 20 acres if more were cleared. Currently 10 acres are cleared off. He didn’t think the township could afford the whole 36 acre tract. It was decided to table this discussion until next meeting.

The Terraqua problem has been turned over to the court for now.
Regarding the fence issue on the Browning property, the trustees have not been able to get in touch with the neighbor to check out the site. Heath has called, but they have not called him back. They will try to go out there this week.

Fiscal Business

The fiscal officer presented the Annual Budget for Fiscal Year 2015. As there were no comments or changes to be made, Kirk Ramsey made a motion to pass Resolution 14-0708 to approve the submission of its annual budget for the year commencing January 1st, 2015 for consideration of the County Budget Commission pursuant to Section 5705.30 of the Revised Code. Ralph Blanton seconded the motion.

Debbie reported it was the time to renew or join a new Worker’s Comp group agency. Ralph Blanton made a motion to renew the contract with the Frank Gates Company. Kirk Ramsey seconded the motion. Vote: Mr. Blanton, yea Mr. Ramsey, yea Mr. Kilburn, yea

The fiscal officer prepared checks #14827- #14877, 91730-91733 which totaled $28,616.99.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $7,019.09 which included receipts #8284 - 8288.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 8:05 P.M. Ralph Blanton seconded the motion.
