Minutes July 22, 2014 Meeting

The Salem Township Board of Trustees met July 22, 2014 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Heath Kilburn call the meeting to order at 7:00 P.M. with members Kirk Ramsey and Ralph Blanton present. The Fiscal Officer was on vacation.

Others present: Chief LaFollette, Don Lynch, Mike Kassalen, Frank Schlake, Asst Chief Bill Harrison, David Griggs, Richard Oeder, Ron Stratton and Bob Glancy.

The minutes were read and approved and posted on the bulletin board.

Resolution 14-0722 Fire Dept Levy
After a brief discussion, Kirk Ramsey made a motion to pass Resolution 14-0722 declaring it necessary to levy an additional tax in excess of the ten mill limitation, whereas the amount of taxes which may be raised within the ten mill limitation will be insufficient to provide an adequate amount for the necessary requirements of the Salem Township Fire District, including unincorporated Salem Township and the Village of Morrow, and Whereas, The amount to be levied to be set at $.65 on each hundred dollars of tax valuation for a period of 5 years. Heath Kilburn seconded the motion.

Resolution 14-0722A Library Levy
Having approved the request by the Salem Township Library for the need for a levy at the July 15, 2014 special meeting, Ralph Blanton made a motion to pass Resolution 14-0722A to declare it necessary to put a renewal of the existing levy for the Salem Township Public Library on the November, 2014 ballot. Kirk Ramsey seconded the motion.

Fire Department/Roads
Chief LaFollette reported that he had received the resignation of Jonathan Zwerling due to his moving out of the state for work. Kirk Ramsey made a motion to accept Mr. Zwerling’s resignation, seconded by Heath Kilburn.

Chief discussed the need for side striping on Gilmour Road, specifically in the area of the hill. Kirk Ramsey made a motion to approve this work, seconded by Ralph Blanton. Vote: Mr. Ramsey, yea Mr. Blanton, yea Mr. Kilburn, yea

It was noted that the paving/chip sealing projects are complete except for the striping, and the road crew are back to mowing again.

David Griggs was present to ask about the striping on Bennett Road. He was told that striping was part of the road work bid, but hasn’t been done yet.

Mike Kassalen turned in a permit for a swimming pool.

Donald Lynch issued a complaint about the Gooch property on 22&3 and wanted to accompany the zoning inspector to inspect the property. He requested to see the file on this issue.

Ralph Blanton brought up the Murtland property next door and wanted to offer $6500 per acre for 15 acres. After a short discussion, the matter was tabled.

The trustees reviewed a couple of possible new logos for the township. After some discussion, the issue was tabled.

Fiscal Business

The fiscal officer prepared checks #14878- #14930, 91734-91733 which totaled $61,121.45.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $24,506.07, which included receipts #8289 - 8314.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:20 P.M. Ralph Blanton seconded the motion.
